Role Responsibilities

Job Responsibilities
Reporting to the Manager, Data Analytics and Business Services within the Technical and Corporate Services (TCS) Division, the Senior Data Analyst plays a pivotal role in advancing the Ministry’s data strategy and quality assurance framework.

1. Lead data integration and quality assurance

  • Oversee the end-to-end flow of data from systems such as FERS and NHBPS into enterprise reporting environments.
  • Manage data validation, cleansing, and transformation to ensure accuracy, completeness, and consistency.
  • Conduct regular audits and quality checks to identify anomalies and implement corrective actions.

2. Design and deliver advanced analytical projects

  • Apply statistical and data science techniques to identify trends, patterns, and actionable insights from complex datasets.
  • Develop predictive models, dashboards, and performance indicators to support strategic planning and policy development.
  • Translate analytical findings into clear recommendations for internal and external stakeholders.

3. Provide leadership in survey design and performance measurement

  • Develop and refine survey instruments to support data collection across public safety and new home buyer systems.
  • Align survey content with logic models, program standards, and performance frameworks.
  • Provide expert advice on sampling strategies, questionnaire design, and data collection methodologies.

4. Lead development of public performance metrics and reporting

  • Coordinate the preparation and statistical analysis of divisional public performance metrics.
  • Draft methodologies and results documentation in alignment with governing requirements (e.g., Treasury Board).
  • Collaborate with management and executives to review and finalize performance reports.

5. Manage data systems, service requests, and vendor relationships

  • Initiate and prioritize service or change requests to enhance data systems and reporting tools.
  • Act as a subject matter expert in system development projects, ensuring business requirements are met.
  • Lead or support user acceptance testing (UAT), including test planning, execution, and issue resolution.
  • Oversee contracts with external vendors, including RFP development, performance monitoring, and amendments.

Qualifications

University Degree (Computer science, Mathematics, Statistics, Business, Economics, Data Science plus 4 years of experience).

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


Assets:

  • Extensive experience (typically 4+ years) in applied data analysis, statistical modeling, and performance measurement in a public sector or complex organizational environment.
  • Demonstrated experience supervising or mentoring junior analysts or technical staff.
  • Proven track record in managing data projects, including survey design, data integration, and reporting.
  • Experience working with cross-functional teams and external stakeholders, including municipalities, regulatory bodies, and IT service providers.
  • Experience managing contracts and vendor relationships related to data services or analytics platforms.


Technical Competencies:

  • Advanced proficiency in statistical software and programming languages such as SAS, R, Python, or SPSS.
  • Strong working knowledge of SQL and experience with relational databases and data warehousing environments.
  • Familiarity with business intelligence tools (e.g., Power BI, Tableau) for dashboard development, integrating/updating different source data, ETL applications/techniques and data visualization.
  • Expertise in survey methodology, performance measurement frameworks, and logic model development.
  • Applied knowledge of data governance, privacy legislation (e.g., FOIP), and data quality assurance practices.
  • Understanding of systems development life cycle (SDLC), user acceptance testing (UAT), and change management processes.
  • Strong project management skills, including the ability to prioritize competing demands and deliver high-quality results under tight timelines.

Hours of work are 8:15 AM to 4:30 PM, Monday to Friday. This is a full-time position working 36.25 hours per week.
