Role Responsibilities

The Ministry of Hospital and Surgical Health Services have an exciting opportunity for you to join our team!

 

Reporting to the Manager, the Senior Capital Planner is responsible for providing clinical and operational expertise to capital planning processes to ensure health facilities are designed to support safe patient care, effective clinical workflows, and provincial service priorities through a collaborative team approach by working with Health Service Providers, Alberta Infrastructure, Provincial Health Corporations, and health agencies to support integrated capital planning across the health system to support the development of planning documents, including service planning, needs assessments, business cases, functional programming and other project documents.

 

The Senior Capital Planner will ensure projects align with approved service models, patient care needs, provincial health system priorities, Ministry priorities, goals, objectives and strategic directions.

 

This position is responsible for analyzing capital plans, master plans, service plans, needs assessments, business cases and programming studies. The Senior Capital Planner will coordinate across Provincial Agencies and Health Corporations to balance program-specific needs with system-wide capital priorities and resource constraints. As well as preparing recommendations for the approval of planning documents via briefings and written responses through Action Requests.

 

This position provides support, as needed, related to project announcements, news releases, government correspondence, capital plan announcements, request for additional project funding and other similar events by preparing the required documents. The Senior Capital Planner works collaboratively with a wide range of stakeholders to facilitate collaborative problem-solving between clinical teams, planners, and technical partners to address service delivery and infrastructure challenges, resolve issues and support coordinated capital planning.

This position will be responsible for the following duties: 

  • Under the direction of the Manager and/or Director, collaborates with Alberta Infrastructure and health system partners to integrate clinical, operational, and technical requirements into functional programs and capital planning documents for individual projects. Ensure all options have been considered and projects are aligned with Ministry priorities, goals, objectives and strategic directions.
  • Monitors project milestones and deliverables to ensure alignment with approved service models, clinical workflows, ministry priorities, to maintain adherence to the Ministry's strategic objectives, standards and approved planning frameworks.
  • Applies clinical and operational expertise to review functional programs and design concepts to ensure they support safe patient care, efficient workflows, and sustainable service delivery. Prepare recommendations for the approval of the planning documents and programming studies.
  • Synthesizes clinical, operational, and planning information into clear recommendations for senior leadership decision-making, and responses to public inquiries on a wide range of issues.
  • Applies government and Ministry planning policies, standards and guidelines to resolve clinical, operational, and technical issues during project development.
  • Support the development of the annual HSHS submission to the provincial health capital planning process including the application of guidelines and capital rating criteria to assigned capital project requests, preparation of project rating forms and supporting documentation, and presentation of priority projects.
  • Support the Ministry through participation in planning, technical and other health and project related committees.
  • Supports integrated planning forums that bring together PHCs, operators, and infrastructure partners to align service models with capital investments.
  • Support the preparations of grant funding agreements with health service providers, health system stakeholders etc.

Qualifications

Minimum Recruitment Standards

Requirements:

  • University graduation in Nursing, or another regulated healthcare profession, or a related field such as Health Public Administration, Architecture and Planning, plus 4 years of progressively responsible experience in Canadian healthcare settings

Equivalencies: Directly related experience or education considered on the basis of: 

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

 

The following knowledge or experiences are considered as assets:

  • Experienced healthcare professional, preferably a Registered Nurse, with strong experience within Alberta healthcare settings (e.g., ICU, Emergency Department, Operating Rooms).
  • Strong editing, speaking and interpersonal skills are necessary to provide accurate response.
  • Strong planning, coordination, research and analytical skills, records management, and problem-solving skills.
  • Effective communications skills (written and oral) to collaborate effectively with colleagues and with internal and external stakeholders.
  • Experience in writing various documents including reports, briefings, reviews, policy development, and official correspondence.
  • Demonstrated ability to analyze clinical care processes, and translate best practices into facility planning and infrastructure improvement recommendation.
  • Ability to provide expert clinical guidance to support planning, decision-making, and the improvement of healthcare services.
  • Knowledgeable in government legislation and regulatory frameworks.

Notes

This competition is a full-time temporary position working 36.25 hours per week, Monday to Friday.
