The Health Insurance Programs Branch is accountable for governance and oversight in the administration of the Alberta Health Care Insurance Plan (AHCIP) and the government sponsored Alberta Blue Cross Plans. Within the Branch, the Registration Services Unit provides policy direction, business rules and operational support, monitors quality assurance and audits, evaluates business processes to improve workflows, performs registration and enrollment administrative functions and investigates tips on alleged misuse of the AHCIP by registrants who do not meet eligibility requirements. The Unit is also responsible for managing the business relationship and providing business expertise to multiple contracted service vendors who provide direct customer service support to Albertans on behalf of Alberta Health. 

The Senior Business Specialist is an important member of the Ukrainian Evacuee Surge Team in the Registration Services Unit. The Ukrainian Evacuee Surge Team provides registration and business services related to the Ukrainian Evacuee Temporary Health Benefits Program (UETHBP), which provides health insurance coverage to evacuees from Ukraine while they are living in Alberta. This requires specialized job knowledge in addition to the deep knowledge normally required to administer the AHCIP.

Reporting to the Manager, Evacuee Registration Services, the Senior Business Specialists are responsible for promoting the continuous quality improvement of registration and enrollment under the Ukrainian Evacuee Temporary Health Benefits Program (UETHBP). As integral and critical members of the Ukrainian Evacuee Surge Team and working in collaboration with the program leaders, Business Analysts and vendors, the Senior Business Specialists conduct research specific to registration and enrollment issues to identify necessary program design changes and best practices. The Senior Business Specialists coordinate documentation and research for issues and resolution of complex cases and business challenges including compiling systems documentation to ensure that registration and enrollment has been completed correctly and to detect suspicious files. In addition, the Senior Business Specialists investigate calls made to the TIPS line and inquiries received on Statement of Benefits Paid (SOBP). The Senior Business Specialists also lead or participates on project teams with internal and external stakeholders to support improvements to operational policies/guidelines and practices and provides subject matter expertise to support and inform business decisions. 
 

The Senior Business Specialists provide training to other team members and coaching to Health agents on best practices, particularly when quality issues are detected through breaches or quality assurance audits. 
 

The successful applicants will have excellent interpersonal and communication skills to successfully collaborate with various stakeholders and convey complex interpretation of policy and procedure.

Qualifications

High school diploma supplemented by a minimum of 4 years’ related experience. 
 

Experience with MS Office Suite, particularly in Excel and Word, is required. 
 

Knowledge of health care insurance registration and service delivery process is preferred. 
 

Background in health information privacy and security is preferred. Experience working in a health care environment and/or familiarity with Alberta Health Care Insurance Plan (AHCIP) is considered an asset. 
 

Experience in research, data/policy analysis, and creating technical documents, such as operational policies/guidelines/procedures, is an asset.
 

Equivalencies will be considered on a 1:1 basis (one year of education for one year of experience).

Salary

$2,042.85 to $2,511.73 bi-weekly ($53,318 - $65,556 per year)

Position location: 10025 Jasper Avenue, Edmonton T5J 2N3 (At present, due to the nature of this position, the incumbent will be expected to work from the office on every GoA working day (Monday to Friday each week).
