The Senior Business Analyst plays a pivotal role within the Licensing and Compliance Monitoring Branch, helping shape the ongoing transformation of the Public Health system in Alberta. With an expanding mandate for regulatory compliance monitoring and enforcement, the Senior Business Analyst will have the opportunity to lead change initiatives, analyzing current practices and driving the development of innovative IT solutions and processes. This role directly supports the Office of Public Reporting in enhancing reporting and data collection systems to ensure compliance and performance standards are met.
Role Responsibilities
We are seeking an experienced and dynamic Senior Business Analyst to oversee the design, development, and maintenance of various application systems and operational IT strategies.
In addition, this role will be responsible to conduct advanced analytic operations and data management with skills and knowledge of technical components, tools and processes. This role will involve working closely with internal teams and external stakeholders to enhance business processes, promote technological integration, and ensure the smooth operation of key systems and reporting tools. The job responsibilities include:
1. System Design, Development, and Maintenance
- Provide guidance on the effective management of branch application systems, from development to implementation.
- Collaborate with various units to prioritize IT development based on operational needs and budget allocations.
- Lead the development of an electronic business strategy, focusing on paperless solutions and integrating technology into business processes.
- Manage the enhancement and maintenance of automated IT systems (e.g., ASTRAL) for data tracking and reporting.
- Lead the development and continuous improvement of the Public Reporting system, ensuring it meets internal and external needs.
- Oversee the design, testing, and implementation of IT systems and applications in collaboration with technical teams and external service providers.
- Authorize access privileges and ensure proper training and ongoing support for system users.
- Ensure compliance with Government of Alberta’s security policies and data safety regulations.

2. Information Management and Data Analysis
- Demonstrate strong analytical ability, data interpretation and problem-solving skills.
- Develop a unified system for document storage and information management across the branch.
- Determine technical requirements for data collection and reporting, ensuring timely, accurate reports for leadership decision-making.
- Automate regular reporting processes and collaborate with stakeholders for data uploads.
- Design and manage SharePoint sites and other data-sharing platforms.
3. Standard Operating Procedures (SOP) and Documentation
- Draft, review, and amend SOPs, guidebooks, user manuals, and other documentation to support deployed solutions.
- Maintain and update system and process documentation and facilitate internal communication.
- Research inter-provincial regulatory standards and prepare materials for operational policy changes.
- Provide recommendations to management for approval based on research and analysis.
4. Operational Business Plans and Development Projects
- Support the development of business continuity plans and operational business plans for the unit.
- Lead the planning and execution of assigned business projects, identifying potential risks and recommending solutions.
- Provide technical consultation to staff and management teams on IT issues and projects.
- Facilitate meetings with internal and external stakeholders to achieve project objectives.
5. Lead Business Analysis Projects
- Contribute to special task groups, providing feedback to ensure project goals and timelines are met.
- Lead data and business analysis projects, working closely with branch staff and management to improve business outcomes.

Qualifications
Minimum Recruitment Standards
University graduation in Computer Sciences, Software Engineering and Health Information Systems plus 4 years progressively responsible related experience; or equivalent as described below.
Equivalency: Directly related education or experience considered on the basis of:
1 year of education for 1 year of experience; or
1 year of experience for 1 year of education.
The following experience is required:
- Strong analytical ability, data interpretation and problem-solving skills.
- Advanced Microsoft Excel and Power Query.
- Statistical analysis and working with large, complex databases.
- Data management.
- Data driven risk assessments and application.
- Ability to research issues accurately to identify and solve problems.
- Strong knowledge of change management, systems development, and information management methodologies.
- Strong interpersonal skills with a focus on customer service.
- Project planning, monitoring, and management skills, with a focus on process design and transition management.
- High level of motivation, creativity, and initiative.

- Experience in envisioning new Information Technology Systems Management applications, Customer Relationship Management (CRM) solutions, Microsoft Power Platforms, and Microsoft Dynamics 365.
- Advanced data analysis skills and visualization using Excel, Power Query and Power BI.
- Solid knowledge of the governing legislation, policies and related business applications that support the branch's activities.

Notes
One permanent and once temporary full-time position working 36.25 hours per week. The temporary position is until March 31, 2028.
