Role Responsibilities

The Senior Agency Analyst is responsible for providing strategic advice and support on agency governance, accountability and compliance for the Ministry of Mental Health and Addiction’s agencies, boards and commissions (ABCs). The Senior Agency Analyst provides advice to ABCs and ministry program areas on effective governance policies, best practices, processes and tools, and supports the effective administration of agency governance requirements.

The position supports compliance with the Alberta Public Agencies Governance Act (APAGA) and related regulations, as well as applicable Government of Alberta policies and procedures. Responsibilities include the development and review of public agency Mandate and Roles Documents (MRDs) and Codes of Conduct (CoCs), supporting the creation, restructuring or dissolution of ABCs, conducting or supporting ABC reviews, and providing advice on other agency governance initiatives. The position also provides expertise in interpreting legislation and preparing statutory and governance instruments, including Ministerial Orders and Recommendations for Orders in Council.

A significant component of the position is supporting the recruitment and appointment of members to the ministry’s legislated ABCs and tribunals. The position provides dedicated capacity to anticipate and manage a growing volume of appointment and recruitment processes, including appointments to two large tribunals, while ensuring that processes are timely, transparent and consistent with applicable legislation, government policy and established Government of Alberta processes. 

Main Responsibilities:

Agency Governance, Compliance and Advisory Services

  • Identify and monitor ABCs’ compliance with applicable legislation, policies, processes and governance requirements.
  • Provide advice to ABCs and ministry program areas on effective governance practices and compliance with APAGA and related requirements.
  • Support the development and review of public agency MRDs and CoCs.
  • Support the creation, restructuring or dissolution of ABCs, ABC reviews and other agency governance initiatives.
  • Facilitate compensation disclosure processes and review appointment expiry reports for the ministry.
  • Research and monitor emerging issues, trends and best practices in agency governance and agency review processes, and provide advice to senior leaders and program areas.
  • Develop and implement consistent processes and tools for the drafting, review and approval of MRDs and CoCs.
  • Interpret and apply APAGA, the Conflicts of Interest Act (COIA), and other relevant legislation and government policy.
  • Work closely with Legal Counsel to interpret legislative requirements and ensure that agency governance processes and instruments meet applicable legal obligations.
  • Prepare and review Ministerial Orders and Recommendations for Orders in Council, ensuring that applicable legislative and policy authorities are accurately reflected.

Recruitment and Appointment

  • Provide support for the recruitment and appointment of members to the Ministry of Mental Health and Addiction’s legislated ABCs and tribunals in accordance with established Government of Alberta processes, policies and legislation.
  • Anticipate, monitor and coordinate upcoming appointment and recruitment requirements, including appointment expiries and vacancies.
  • Initiate and facilitate new appointment and recruitment processes, guiding program areas through the process and ensuring required steps are completed in a timely manner.
  • Prepare briefing notes, memos, Cabinet Memos, membership lists, letters, Ministerial Orders and Recommendations for Orders in Council.
  • Provide advice on recruitment strategies and support the Public Agency Secretariat (PAS) in developing recruitment plan materials, including candidate profiles, advertisements and recruitment plans.
  • Consult with and provide advice and guidance to program areas throughout the recruitment and appointment process, resolving issues and making adjustments as required.

Unit and Project Support

  • Provide back-up support to Governance and Legislation team activities and the larger unit, including administering, supporting and participating in projects related to the team’s or unit’s activities.
  • Act as a project lead on government-wide and Public Agency Secretariat initiatives and projects, as required.
  • Provide research, analysis and advice to support senior leaders in advancing ministry mandates and meeting Government of Alberta governance and accountability requirements.

Qualifications

University graduation in a related field (Public Administration, Political Science, Social Science, Business, Law, and other related fields), plus 4 years progressively responsible related experience; or equivalencies as described below.

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

Required Experience:

  • Working with legislation, developing policy, providing technical advice, preparing reports and/or analyzing data.
  • Working with related governance legislation such as the Government Organization Act, Alberta Public Agencies Governance Act (APAGA), Conflicts of Interest Act (COIA), and Interpretation Act.  
  • Drafting briefing notes and other decision documents.  

The following will be considered assets:

  • Agency governance generally, ideally with practical experience with agencies, governance oversight, public agency compensation guidelines and practices implemented in Alberta.
  • ARTS processes, guidelines, templates, and standards.
  • Consultation skills to provide a broad range of agency governance advice, often for politically sensitive and complex issues.
