Role Responsibilities

As the Roadway Materials Engineer, you will provide engineering support in the development, evaluation, and implementation of materials testing procedures, quality assurance testing programs for highway construction projects and construction specifications.  The position also plays a key role in ensuring the performance and durability of roadway infrastructure,  This role would be responsible for developing, monitoring and updating roadway mix design and materials testing procedures, conducting field audits of QA testing during construction to assure compliance with Department standards, evaluating related materials specifications and managing the Department's Quality Assurance program for liquid asphalt materials. 

In this position you will undertake these duties within the overall mandate of the Technical Standards Branch to assure quality of roadway materials and construction as well as overall value for money for the Department.

The main responsibilities of the Roadway Materials Engineer include but are (but not limited to):

 

  • Develop, maintain, and enhance mix design and materials testing procedures and standards.
  • Manage databases for construction test results and cost information, including the Pavement Construction Quality System (PCQS)
  • Conduct field audits to review QA field practices, construction monitoring, and specification enforcement on grade, base, pave projects with timely prepared audit reports.
  • Develop, maintain and enhance roadway-related materials specifications and design procedures for use on Department projects.
  • Manage the Department's Quality Assurance program for liquid Asphalt products and pavement Smoothness verification testing.
  • Review tenders for conformance to specifications, specification amendments or new standard special provisions. Review with Roadway Construction Specialist as required, and advise Project Sponsor of non-compliance, propose changes to bring tender to compliance.
  • Provide expert advice to internal and external clients and stakeholders (e.g. regarding specification interpretation questions, general construction inquiries, other agency questions on specifications and use of various technologies).
  • Plan and monitor construction trial sections utilizing new technologies or new materials.

Qualifications

Requirements:

  • Applied degree in Engineering (preferably Civil).
  • A minimum of 5 years of directly related experience in roadway materials, pavement construction and engineering
  • Eligibility for professional registration with APEGA as one of the following,:
    • Professional Engineer (P.Eng.), or
    • Professional Licensee (Engineering) – P.L. Eng., or
    • Eligibility for registration within a reasonable timeframe
  • Equivalencies:
    • Applicants holding the professional technologist, P. Tech.(Eng.) designation may be considered when their regulated scope of practice aligns with the responsibilities of this role. 
    • A Memorandum of Understanding to streamline the P. Tech (Eng) pathway into the P.L. Eng. designation was signed in October 2025, with anticipated implementation in March 2027. 
    • Candidates with this designation are encouraged to apply.
  • Demonstrated experience in roadway materials and materials testing, highway construction, pavement engineering, or related fields.
  • Strong analytical skills with the ability to interpret materials testing data and construction specifications.
  • Work independently to deliver technical analyses and recommendations.
  • Strong interpersonal and communication skills, with the ability to engage in respectful discussions and consider diverse perspectives with demonstrated judgment to recognize when ideas should be revisited or adapted, while maintaining a collaborative and professional team environment and ensuring alignment with team and ministry needs and priorities. 
  • Valid Class 5 driver’s license with the ability to travel to project sites across the province.


Equivalencies: Additional related education considered in lieu of experience on a one-for-one basis.

Assets: 

 

  • Knowledge of asphalt rheology, highway construction specifications and materials testing methods.
  • Understanding of pavement construction methods, pavement materials and mix design characteristics.
  • Experience with TEC QA/QC programs for roadway construction.
  • Familiarity with TEC, ASTM, AASHTO, and CCIL standards.
  • Experience with Microsoft Access.
  • Excellent communication and interpersonal skills, both written and verbal.
  • PTech designation.
  • PEng / PLEng.

Additional Position Details:

  • Term of Employment: Permanent Full Time.
  • Hours of Work:  36.25 hours per week/ Monday to Friday.
  • Location: This position is located in Twin Atria, 4999 98 Avenue, Edmonton, AB. Other locations in Alberta may be considered as well.
  • Travel to construction sites is required during construction season
  • Overtime, extended or weekend hours may be required during peak construction periods.
