Role Responsibilities

The Government of Alberta, on behalf of Albertans, is exploring passenger rail in the province through the development of a Passenger Rail Master Plan. In July 2023, Premier Danielle Smith tasked Minister Dreeshen of Transportation and Economic Corridors with exploring passenger rail in Alberta. Work on this mandate will enhance the province’s transportation network and ensure a more safe and efficient transportation system in Alberta. 
 

Alberta’s government recognizes the importance of passenger rail for the future of a rapidly growing province and looks forward to charting the path forward for passenger rail in Alberta, assessing feasibility and governance considerations, and hearing Albertan’s perspectives on passenger rail.

Reporting to the Executive Director, Passenger Rail, you are responsible for supporting the development of quality policy in a timely manner to senior policy advisors, branch and department officials while keeping your supervisor fully informed and obtaining necessary approvals. You will support overall coordination of issues, research and information collection, development of supporting materials, attending meeting and developing meeting minutes as well as program and issues coordination for passenger rail-related work.
 

Your responsibilities include (but are not limited to):

•    Providing support for information and coordination in the development of policy and issues related to passenger rail transportation

•    Outlining, researching, preparing and drafting policy issues/options for senior leadership

•    Coordinating and preparing a range of materials (e.g., letters, briefing notes, reports, presentations, visuals, decision-making documents, etc.) for recommendation for senior officials and executive team (e.g., Director, Executive Director, Assistant Deputy Minister, etc.)

•    Developing briefing materials (presentations, documents, proposals, etc.) in a timely manner, often under short timelines and with competing priorities

•    Collaborating with Section and Division operations in coordinating, facilitating, developing and managing internal communications for passenger rail related items

•    Conducting the review of documents such as PowerPoint presentations, key messages, speaking notes, briefing notes, correspondence etc. to ensure that they are aligned with current status and meet quality expectations

•    Developing effective and efficient tracking mechanisms and tools to communicate as well as support timely and high-quality deliverables

•    Supporting project teams to identify research and develop policy proposals and actions; and planning for the implementation of policy decisions whereby the analysis may include consideration of the structure, funding and operation of programs and/or services

•    Undertaking research particularly with respect to passenger rail development

•    Presenting conclusions and results in various different formats including reports, briefings, spreadsheets, tables, etc.

Qualifications

Required:
•    A related university degree (e.g., Public Administration, Business, Economics), supplemented by at least two (2) years of related experience with coordinating and supporting management and implementation of complex issues or projects
•    Policy analysis, development and evaluation experience
•    Highly proficient with Microsoft Office (Word, Excel, SharePoint, and PowerPoint)

 

Assets:
•    A graduate degree in policy
•    Knowledge of Adobe Acrobat Pro
•    Experience in external/public engagement and consultation
•    Experience in transportation systems (including rail) 
•    Experience in reviewing and developing briefing materials


Equivalencies:
A related two-year diploma and a minimum of four (4) years of related experience; a related one-year certificate and a minimum of five (5) years of related experience; or a minimum of six (6) years of related experience.

Notes

This position is a permanent, full-time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am - 4:30 pm).
