Role
Reporting to the Director, Land Services, the Property Agent/Appraiser develops strategies, negotiates, acquires and sells real estate interests throughout the province within budget and time constraints in accordance with government department policies, legal requirements and industry standards in support of government programs.
This is a highly technical and specialized position that acts as a resource providing advice and direction on real estate issues to senior management and client departments to enhance their understanding and assist with decision-making.
The incumbent is responsible for the following key functions:
- Acquisition of Real Property Interests - Purchase or expropriate real property and partial interests required by program users, within current policies and project timelines, meeting legal requirements and industry standards, in support of client department real estate needs for project use.
- Disposition of Real Property Interests - Market and sell real property and/or partial interests surplus to program use, within current and legislated policies, meeting legal requirements and industry standards, to generate revenue and/or reduce holding costs.
- Appraisal/Valuation - Select and apply appropriate appraisal theory and techniques to evaluate a broad range of property types and interests, resulting in accurate value information being available for planning and decision-making purposes.
- Para-legal Functions - Create, review and/or modify legal documents pertaining to real estate transactions within acceptable business and legal practices resulting in clear, accurate and binding agreements to achieve program goals and minimize legal disputes.
- Real Property Resource - Provide real estate expertise resulting in appropriate information and accurate analysis being provided, on a timely basis, to senior management and other government departments, for policy and decision-making purposes.
Qualifications
Required:
Bachelor Degree (4 years) in a related field, plus minimum of 6 years of progressive related multi-faceted real estate experience with an emphasis on negotiation and real property appraisal, in such areas as acquisition, marketing, sales, leasing, development, finance, assessment or appraisal.
Designation of SR/WA, FRI, AACI is preferred.
Equivalency:
Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
Knowledge / Experience:
- Experience in Acquisition and Disposition of Real Property Interests
- Experience in Appraisal/Valuation, Para legal functions and Real Properties Resources
- Liaison with Risk Management and Insurance, Alberta Justice, Asset Management, Property Management and other governmental departments regarding land issues
- Managerial direction/guidance is of a general nature toward functional program delivery results
- Experience in moving surplus properties through due diligence to the sale stage
- Stakeholder relationship management with Land Development and Sales staff members, representatives of the branch and division, and representatives from throughout the Ministry.

Salary
$3,030.81 to $3,993.15 bi-weekly ($79,104 - $104,221/year)

36.25 hours per week, Monday to Friday 8.15 am to 4.30 pm

Hybrid Policy:
