As the successful candidate, you will play a significant role in the procurement and contracting process for both services procurement (including major architectural and engineering consulting assignments) as well as construction procurement (including major construction assignments) projects managed by Alberta Infrastructure.

Role Responsibilities

The Project Procurement Specialist position plays a significant role in the procurement and contracting process for both services procurement (including major architectural and engineering consulting assignments) and construction procurement (including major construction assignments) projects managed by Alberta Infrastructure. 


Role Responsibilities
The main responsibilities of the Project Procurement Specialist are but not limited to:
 

  • Providing procurement services, through procurement planning, preparation, advertising, evaluation and awarding.
  • Ensuring that procurement documents, the procurement process, and contracts meet the department’s requirements and standards, consistent with established procurement policies and practices.
  • Providing advice on procurement strategies appropriate for project requirements. You will also maintain contract and procurement templates in alignment with current ministry and Government of Alberta standards and requirements.

Qualifications

Required:
    

  • A completed university degree in a relevant field, such as Business, Arts, Science, Architecture, Engineering, or Construction Technology.
  • Two (2) years of relevant experience in procurement.

 
Equivalency: Directly related experience or education considered on the basis of:
   

  • One year of experience for one year of education; or
  • One year of education for one year of experience.
     

Assets:
  

  • Experience in reviewing and preparing procurement documents, contracts used in a public sector procurement environment.
  • A professional procurement designation such as Certified Professional Public Buyer (CPPB) from the National Institute of Government Purchasing (NIGP); Supply Chain Management Professional (SCMP) from Supply Chain Management Association of Canada (SCMA) or another designation relevant to the role.
  • Experience in providing procurement services in a construction environment.
  • Proficiency in technical writing generally, good specification writing practices in particular, and in the use of Microsoft Word, Microsoft Excel, and Adobe Acrobat.
  • Ability to communicate and maintain working relationships effectively with:   
    • department directors, area managers, project managers, facilities managers, technical, and support staff.
    • consultants retained by the department to prepare construction related solicitation documents.
    • RFQ respondents, RFP proponents, and bidders.
  • Knowledgeable of policies and practices related to bidding and contracting
  • Understanding of and current knowledge of insurance and bonding as it applies to design construction and facility management
  • Expertise in alternative construction delivery systems, types of contracts, and specification methods.
  • Familiarity with, and ability to interpret and apply procurement related rules of the applicable Trade Agreements (i.e. Canadian Free Trade Agreement (CFTA); New West Partnership Trade Agreement (NWPTA); and Agreement on Government Procurement (GPA)).
  • Familiarity with design and construction, or facility management, of building infrastructure.

Term of Employment: Temporary - Full-time position for a duration of upto 2 years
Hours of Work:  36.25 hours per week/ Monday to Friday
Location: Edmonton.
