Reporting to the Manager of Project Reporting and Integration, the Project Data Analyst position plays a key role in developing and enhancing data analytics and reporting solutions to support the delivery of major infrastructure projects across Alberta Infrastructure. This position ensures decision-makers have timely, accurate, and actionable insights by integrating project, financial, and operational data.

The role is responsible for data governance, quality assurance, and automation, supporting transparency, efficiency, and compliance with government reporting standards. Through the design of predictive models, dashboards, and data pipelines, the analyst enables strategic planning, performance monitoring, and contributes to the ministry’s digital transformation efforts.

 

Responsibilities: 
Some of the responsibilities of this position include but are not limited to: 

 

  • Data Integration & Quality Management: 
    Design and maintain data models and ETL pipelines to integrate diverse data sources.Implement data quality controls, manage metadata standards, and coordinate data stewardship to ensure accurate, timely, and trusted project data.
  • Reporting & Visualization: 
    Develop and maintain executive-ready dashboards using Power BI. Standardize reporting templates and deliver concise insights to support leadership decision-making. Enable self-service analytics through certified datasets and semantic models.
  • Advanced Analytics & Forecasting: 
    Build predictive models to support cost forecasting, schedule risk analysis, and resource planning. Define early warning indicators and conduct scenario analysis to inform prioritization and capital optimization.
  • Governance & Compliance: 
    Apply privacy, security, and information management standards to datasets and reports. Manage change control processes and ensure alignment with ministry governance and IT systems.
  • Operational Planning & Performance Measurement: 
    Translate strategic objectives into measurable KPIs. Provide analytical support for capital planning, variance analysis, and policy impact assessments to inform operational decisions.
  • Data Literacy & Continuous Improvement: 
    Promote data literacy through training, coaching, and community engagement. Lead continuous improvement initiatives, pilot innovative solutions, and refine analytics tools based on user feedback.

Qualifications

Required: 

  • A university degree in Computer Science, Engineering, Information Technology, Management Information Systems, or a related discipline.
  • A minimum of 4 years of progressively responsible related experience in data analytics, BI development, or data engineering, preferably in a capital project or public-sector environment.
  • Proven experience designing Power BI dashboards, building data models, and implementing ETL processes.
  • Hands-on experience with SQL, Power Query, and automation tools (e.g., Power Automate, Azure Data Factory).
  •  Advanced proficiency in Power BI, Excel (Power Pivot), and data visualization best practices.

 

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

 

 Assets:

  • Microsoft Certified: Data Analyst Associate or an equivalent Business Intelligence (BI) certification.
  • Project Management certification such as PMP or PRINCE2, to support governance and structured project delivery.
  • Prosci Change Management certification to facilitate adoption of digital tools and processes.
  • Strong understanding and/or hands-on experience with SQL for data querying and transformation.
  • Knowledge of data governance frameworks, privacy/security standards, and metadata management.
  • Understanding of system integration principles and API-based data exchange.
  • Ability to manage Microsoft Fabric workspaces.
  • Familiarity with predictive analytics and statistical modeling (Python/R).
