The Ministry of Municipal Affairs assists municipalities in providing well-managed, collaborative, and accountable local government to Albertans. Our main responsibilities are:

  • Funding supports for municipalities
  • A system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment
  • Protections for new home buyers and required licensing for home builders
  • Province-wide support for access to public library services for Albertans
  • Management of about 2.6 million acres of public land in the province's three Special Areas
  • Independent review and decisions on local matters by the Land and Property Rights Tribunal

Role Responsibilities

Reporting to the Executive Director, the Program and Policy Advisor plays a key role in providing strategic advice and support in the development, implementation, and evaluation of branch programs and policies.
This position supports the Executive Director’s Office by managing corporate reporting, action requests, contracts, meeting materials, and other key deliverables. Additionally, the advisor helps identify emerging issues and develops strategic program and policy responses.

Key responsibilities include:
 

  • Issues Management: Identify and address emerging municipal issues through collaboration with internal teams, cross-ministry groups, and external stakeholders, ensuring policies and programs remain responsive, flexible, and aligned with Government of Alberta priorities.
  • Strategic Policy and Program Delivery: Support the comprehensive delivery of municipal programs, policy reviews, and legislative analysis while contributing to municipal data management, planning, and inter-ministerial initiatives.
  • Branch Administration: Assist in corporate planning, reporting, and administrative logistics to ensure smooth branch operations.
  • Corporate Support to the Ministry: Provide strategic support to ministry-wide initiatives, contributing to workplace environment improvements and organizational development.
  • Project Management: Develop processes and protocols to support informed decision-making by senior leadership and ensure the effective implementation of ministerial directives within the branch.

Qualifications

Required:

4 years Bachelor’s degree (Public Administration, Business or other related degree) plus a minimum 4 years related experience is required.

Equivalency:
Directly related education or experience considered on the basis of:
 

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


Required Skills & Assets:
 

  • Must be proficient in the use of Microsoft 365 Office Suite, in particular Word, Excel, PowerPoint, Outlook, Teams and SharePoint.
  • Experience using the Government of Alberta's Action Request Tracking System (ARTS).
  • Knowledge of research and information management processes and tools. 
  • Knowledge of contract management, procurement policies and budgeting/forecasting. 
  • Project management and stakeholder management is an asset.
  • Knowledge of Government of Alberta and ministry policies, procedures, legislation and business plans and planning guidelines is an asset.
  • Knowledge of municipal government and/or experience working in a municipality is an asset.
  • Excellent verbal and written communications skills. 
  • Experience in issues management, strategic planning, project management.
