The Housing Division within Assisted Living and Social Services (ALSS) uses a community-based delivery model for the provision of housing programs, initiatives, and services to a wide variety of Albertans in need of housing solutions. The Housing Division works with over 300 housing providers (municipalities, housing management bodies, Indigenous governments and organizations, and non-profit and private sector organizations) to provide stable and sustainable lower-cost housing for Albertans in need, including support for existing and new housing options for over 115,000 low-income families, individuals, seniors, and people with special needs. The Housing Division is also involved with provision of emergency housing, interim housing, and long-term housing recovery for provincial communities impacted by disasters. In addition, the Housing Division ensures effective operational management of over 61,000 government-owned and/or supported housing units through the Alberta Social Housing Corporation (ASHC) and located throughout the province. Various housing programs (including Social Housing, Rent Supplement, Seniors’ Lodge, and non-profit Housing programs) provide third party delivery partners with financial resources to offer lower-cost housing for Albertans in need.
The Indigenous Housing Capital Program (IHCP) supports the development, delivery and long-term sustainability of affordable housing by Indigenous communities and organizations for Indigenous peoples across Alberta. Through capital investment, the program increases the supply of affordable housing while supporting Indigenous-led housing solutions that reflect community priorities, strengthen Indigenous partnerships, and contribute to long-term housing sustainability.
Role Responsibilities
The Program Analyst position provides dedicated program delivery, analysis and operational support for the administration of IHCP. The increasing volume, complexity, and lifecycle management requirements associated with capital grant administration require consistent review of grant agreements, project information, financial documentation, reporting requirements, stakeholder communications and program operations. The position supports sound program administration by interpreting program requirements, identifying issues and risks, maintaining reliable project information, and preparing analysis and recommendations to support effective decision-making. By providing dedicated program delivery support, the position enables technical and strategic staff to focus on project assessment, program oversight, partnership development and continuous program improvement.
Reporting to the Senior Program Advisor, the Program Analyst contributes to the successful delivery of a complex provincial capital grant program by supporting project analysis, grant administration and operational coordination throughout the project lifecycle. Working within established legislation, government policy, grant agreements, program guidelines and ministry procedures, the position collaborates with Indigenous governments and organizations, housing providers, municipalities, federal partners, consultants and internal ministry staff to support timely project delivery, maintain program accountability and ensure consistent administration of provincial capital funding.
In this role you will be responsible for:
- Grant Administration and Project Coordination – supports administration, analysis, and delivery of approved Indigenous Housing Capital Program projects throughout the project lifecycle;
- Program Delivery and Operational Coordination – Provides delivery support, guidance, and operational coordination to proponents and internal program staff to facilitate effective and consistent program administration;
- Grant Monitoring and Financial Administration - supports financial administration, project monitoring and compliance activities by reviewing documentation, tracking funding commitments and identifying issues that affect program accountability;
- Program operations, Reporting and continuous improvement – supports effective program administration, reporting, operational analysis and continuous improvement initiates;
In this role you will provide operational and administrative support for the allocation, monitoring, analysis, and reporting of funds under the Indigenous Housing Capital Program (IHCP).
In addition, you will support broader affordable housing priorities by contributing to program and corporate reporting, analyzing project and program information, and preparing summaries, statistics and other materials to support management decision-making and responses to information requests. You will work collaboratively with Indigenous governments and organizations, housing providers, funding partners and internal ministry areas to support coordinated program delivery and help advance affordable housing outcomes for Indigenous peoples across Alberta.

Qualifications
Required:
University graduation in a related field (Business Administration, Public Administration, Indigenous Studies, Finance, Social Sciences, or a similar field), plus 2 years of progressively responsible related experience with data analysis and program administration.
Equivalencies will be considered – directly related education or experience considered based on 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.
Strong analytical, organizational, attention to detail, and sound judgment are required for the position.
Assets:
- Grant administration, funding agreement administration, and/or contract administration experience
- Experience in program delivery, project coordination, and/or a comparable role involving responsibility for multiple files or projects
- Financial tracking, reconciliation, reporting or analysis experience
- Experience working with Indigenous governments, organizations or communities
- Intermediate level of experience in Microsoft Excel
- Experience with capital projects, infrastructure, affordable housing or a comparable project-based funding environment

Notes
There is 1 temporary full-time position available in Edmonton. The successful candidate must be able to work at the Edmonton office full time. This position will expire on December 22, 2028.
Work hours are 36.25 hours per week, Monday to Friday.
