Within the Consumer, Registry, and Strategic Services Division of Service Alberta and Red Tape Reduction, the Motor Vehicles & Registries Administration branch provides a broad range of support and expertise to Registry Agents in Alberta on all registry topics (Motor Vehicles, Vital Statistics, Corporate Registries, Personal Property, Land Titles, Alberta Health Care, and Alberta Organ & Tissue Donor).
Role Responsibilities
As a Program Analyst, you’ll be a key advisor and contributor to the development and implementation of strategic initiatives that enhance Motor Vehicle service delivery across Alberta. You’ll lead requirements gathering, analyze business applications, and execute user acceptance testing to ensure solutions are effective, efficient, and aligned with operational goals. Your work will directly support the advancement of end-to-end business solutions that improve service quality, safeguard personal information, and drive continuous improvement.
Your key responsibilities include:
• Gathering and analyzing business requirements to inform program and application development
• Planning, developing, and executing user acceptance testing for new and updated business applications
• Leading and supporting strategic initiatives that improve service delivery and operational efficiency
• Drafting business cases, policy documents, and process flowcharts to support decision-making
• Facilitating stakeholder consultations, brainstorming sessions, and change management activities
• Monitoring project progress and evaluating post-implementation outcomes for continuous improvement
• Collaborating with internal teams, vendors, and external stakeholders to ensure alignment and success

Qualifications
Requirements:
• Bachelor’s degree in Business, Public Administration, or a related field
• Minimum 2 years of experience in business analysis, project coordination, or change management
The following equivalencies may be considered:
• Diploma with a minimum of 4 years of related experience
• Certificate with a minimum of 5 years of related experience
• No formal education with 6 years of related experience
Assets:
• Experience working with the Motor Vehicle Program and/or the Traffic Safety Act
• Knowledge of government operations, and decision-making processes as well as the ability to interpret legislation, regulations, policies and procedures
• Ability to gather stakeholder requirements, analyze the information and apply to new projects
• Experience developing training and change management materials

• Full time permanent opportunity located at the John E. Brownlee Building, Edmonton, Alberta.
• Hours of work: 7.25 hours per day / 36.25 hours per week (Monday – Friday).
