Role Responsibilities

The Ministry of TEC is seeking a Program Analyst Technologist to play a vital role in ensuring the accuracy and efficiency of our capital and operating budgets. As a Program Analyst Technologist, you will be responsible for monitoring project and program forecasts, managing funding commitments, and ensuring the accuracy of technical project data. You will work collaboratively with departmental staff to update programming information, analyze expenditures, and contribute to the delivery of the Ministry’s annual and multi-year capital and operating programs.
Your key responsibilities include:
- Investigating and confirming project descriptions, recommended project limits, work types, and initial cost estimates.
- Splitting or combining projects within PMA (Program Management Application), updating LRS (Linear Referencing System), estimated cash flows, and other project information.
- Developing and prioritizing construction and rehabilitation projects for program development and delivery.
- Conducting thorough reviews of annual forecasted expenditures versus budget allocations and resolving discrepancies.
- Updating PMA with approved Capital Plan modifications, ensuring alignment with engineering and construction schedules.
- Collaborating with regional and central office staff on proposed projects, cost estimates, and long-term programming.
- Consulting with branch specialists and engineers regarding roadway and bridge planning and construction standards.
- Making recommendations on transportation needs and plans while ensuring stakeholder engagement and transparency.
- Participating in strategic and operational planning initiatives to support the ministry’s long-term goals.

Qualifications
Required:
- Engineering Technologist diploma with ASET credentials OR a university degree in Engineering, Business or a related field.
- At least four (4) years of related experience.
- Equivalencies may be considered.
- Advanced skills in Excel.
- Knowledge of infrastructure project planning and design construction.
- Demonstrated experience in robust data analysis, leveraging diverse data sources to extract actionable insights and drive decision-making.
Assets:
- Knowledge of budget control features of government contract and financial management systems, and cost-benefit analysis
- Knowledge of stakeholder groups and their issues and potential impacts on future transportation investments and delivery.
- Knowledge of the GoA’s Program Management Application (PMA) or other program management applications.
- Knowledge of government financial, business, legislation, policies and procedures, as well as department-specific standards and legislation, financial and operational policies and procedures.
- Knowledge of government's strategic direction as it relates to capital planning and fiscal responsibility.
- Strong verbal and written communication skills, and presentation skills.
- Strong interpersonal, mediation, negotiation, and consultation skills.
- Strategic and conceptual thinking skills, with a focus on continuous improvement.
Equivalencies are:
A related two-year diploma and a minimum of six (6) years of related experience; a related one-year certificate and a minimum of seven (7) years of related experience; or a minimum of eight (8) years of related experience in lieu of formal education.

- This position is a permanent, full-time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm).
