System Excellence Division
System Excellence is responsible for the areas of teaching and leadership excellence and provincial assessment. This includes certification of all teachers, principals and superintendents in the province; developing and implementing professional practice standards; and conducting practice assurance in relation to the teaching profession. System Excellence division also develops, administers, marks and continually improves Alberta’s provincial assessments, including the Provincial Achievement Tests (PATs), Diploma Exams (DIPS), and Literacy/Numeracy Assessments.

Role Responsibilities

The Research and Grant Analyst is located in the Research Branch of the System Excellence Division in the Department of Education. Reporting to the Manger, Research Studies, this position supports the administration of the Research Partnerships Program (RPP) and is responsible for efficient and effective management of the grant program. The RPP funds research partnerships between school authorities and post-secondary institutions to support high-quality research that will improve student learning. 
 
The Research and Grant Analyst also provides support to the Alberta Research Network (ARN), which is a coalition of educators, researchers and policy-makers who work to improve the way research evidence is collected, accessed and used across the K-12 education system.


Responsibilities: 

1.  Supports the management delivery and due diligence processes for the Research Partnerships Program (RPP) grant.  

  • Manages the RPP cycle through the various stages: call for proposals development and approvals; call initiation and closure; evaluation and adjudication; grant execution; research and quality assurance; monitoring and reporting; and dissemination of findings. 
  • Fosters collaborative relationships with grant recipients and applicants. 
  • Oversees grant administration activities including the closure of expired grants, maintenance of existing grants, and creation of new grants in a timely manner.
  • Develops and updates written documentation to support grant program assessment processes, provides grant funding summaries and other input into Briefing Notes. 


2.  Provides recommendations and supports the implementation of continuous program improvements for the RPP.

  • Consults with other staff, partners and stakeholders regarding promising or innovative approaches to grant program delivery and administrative practice. 
  • Develops and maintains current grant program review and assessment process manuals.
  • Ensures politically sensitive issues relating to program delivery and grant funding decisions are brought to attention of senior management and provides associated solutions or recommendations as appropriate.


3.  Supports branch knowledge mobilization strategies to ensure RPP research and findings are available to both internal and external stakeholders, including supporting the ARN as required.

  • Uses a variety of strategies to promote information sharing and use of research findings within the department. 
  • Coordinates and assists in hosting on-line and face-to-face research sessions and presentations by grant recipients.


4.  Other projects and duties as required to ensure the Manager and Director are supported in achieving the mandate and goals of the Unit, Division, Ministry and Government.

  • Provide support for branch budget management and tracking.
  • Assist with the development of briefing notes and other documents.

Qualifications

Requirement : 
University graduation in a related field plus 2 years progressively responsible related experience.

Equivalency:
Directly related education or experience considered on the basis of: 

  • 1 year of education for 1 year of experience or
  • 1 year of experience for 1 year of education.


Assets: 

  • Knowledge of all guidelines, policies, procedures and systems supporting the contract management process within the Alberta Government.
  • Knowledge and understanding of the numerous procurement and granting methods and procedures.
  • Adept skills in using Microsoft Office Suite and using Client Records Management (CRM) for contract development, management, payment and record keeping functions.
  • Strong data entry and excellent attention to detail skills.
  • Strong written and verbal communication skills; facilitation and negotiation skills in dealing with varied stakeholders.
