• Funding supports for municipalities.
• A system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment.
• Protections for new home buyers and required licensing for home builders.
• Province-wide support for access to public library services for Albertans.
• Management of about 2.6 million acres of public land in the province's three Special Areas.
• Independent review and decisions on local matters by the Land and Property Rights Tribunal.

Role Responsibilities

As a Procurement & Contract Analyst, you’ll be the go to expert ensuring our department secures the right goods and services, fairly, efficiently, and with confidence. You’ll partner with teams across the organization to navigate complex procurement needs, streamline processes, guide contract decisions, and champion best practices. If you thrive on problem solving, relationship building, and improving how organizations buy and manage what they need, this is your opportunity to shape smarter sourcing from the ground up.
Key Responsibilities:
• Provide expert advice on procurement strategies, processes, and compliance requirements.
• Support programs in defining purchasing needs and selecting/executing appropriate procurement methods.
• Develop and maintain procurement policies, procedures, and collaborate with other departments to establish supply arrangements.
• Administer and support 1GX Supply Chain Management (SCM) functions, including training users, resolving system issues and creating contract workspaces in Ariba.
• Contribute to the design and delivery of ongoing departmental procurement and contract management training sessions.Review procurement and contract submissions for the Contract Review Committee (CRC) and maintain related records.
• Monitor department contracts and amendments to ensure compliance with procurement policy and trade agreements.

Qualifications
Requirements:
• University graduation in a related field; plus two years progressively responsible related experience; or equivalent as described below.
Equivalencies: Directly related education or experience considered on the basis of:
• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education
Assets:
• Strong understanding of public procurement principles, legislation, and best practices.
• In depth knowledge of tendering and contract law, risk management, and relevant trade agreements.
• Experience with Government of Alberta procurement systems, including Alberta Purchasing Connection, 1GX (SCM), Ariba, and Concur.
• Knowledge of related areas such as IT, business planning, and project management.
• Understanding of the role and authority of corporate purchasing within the GoA, and familiarity with FOIP and its impact on procurement.
• Skilled in negotiation, communication, facilitation, conflict management, and project coordination.
• Ability to think creatively and develop effective RFxs, evaluations, and contract documents.
• Knowledge of GoA contracting processes and service procurement practices.
• Experience preparing procurement documentation.
