The Procurement Services Unit provides fair, open and transparent procurement services; presents options to meet complex procurement requirements and build relationships while working closely with all divisions in the Ministry of Justice to meet their needs for cost-effective, high-quality procurement services in a fair and equitable manner, while achieving the business needs for the program area.
Role Responsibilities

Your responsibilities will include but not limited to:
• Oversee the end-to-end procurement process for goods and services, including developing policies, guidelines, and technical specifications, with a focus on services.
• Review staff procurement documents (e.g., solicitation documents, evaluation plans) to ensure compliance with internal policies, applicable trade agreements, and industry standards.
• Lead, mentor, and develop a team of procurement professionals, including allocating tasks, providing guidance, and supporting their professional growth, fostering a collaborative and efficient work environment.
• Efficiently develop and manage various RFx processes including Request for Proposal (RFP), Pre-Qualification Request (PQR), Request for Quote(RFQ), and Request for Information (RFI) as needed.
• Advise on procurement processes and policies across the Ministry, contributing to steering committees and setting the strategic direction for Procurement Services by building strong relationships with senior leaders.
• Ensure the effective use of GoA-developed resources like templates and training, while overseeing contract award and monitoring policies to enhance procurement effectiveness.
• Identify and implement opportunities to streamline procurement processes, increasing both efficiency and flexibility.
• Establish clear responsibilities across all stakeholder levels to support effective decision-making.
• Maintain the Procurement Services SharePoint Site and ensure accurate procurement records, reports, and documentation in alignment with the Procurement Accountability Framework (PAF) and GoA Policies.
• Implement action plans for improvements based on recommendations from audits or the Auditor General.
• Foster collaboration within project teams to achieve common goals.

• Strong procurement background, with a focus on service-related procurements, including extensive experience in conducting solicitations and evaluations.
• Excellent organizational skills with the ability to prioritize and manage multiple tasks.
• Exceptional attention to detail to ensure accuracy and minimizing errors.
• Outstanding interpersonal and communication skills, both oral and written.
• Proven decision-making, project management, and leadership capabilities.
• Experienced in facilitating multi-stakeholder groups and managing key relationships.
• Sensitive and adaptable in meeting client needs and delivering effective results.

Qualifications
University graduation in a related field to the position assignment, supplemented by four years related experience. Related experience or education may be considered as an equivalency on a one for one basis.
Equivalency examples:
• High School Diploma and 8 years of directly related experience
• One year related certificate and 7 years of directly related experience
• Two year related diploma and 6 years of directly related experience
• Master’s degree and 2 years related experience
Preference will be given to:
• Work experience related to government or private sector procurement and contracting practices is preferred
• Leadership and/or management experience in a service-oriented environment
The following are considered assets:
• Supervisory experience.
• Experience navigating the Government of Alberta’s 1GX system.
• Professional purchasing certification (e.g. SCMP or similar).
• A proven record of striving for continuous improvements and organizing initiatives to reach completion.
• Knowledge of the organizational and decision-making structures in the public service.
• Exceptional communication skills and attention to detail.
