Role Responsibilities

The Emergency Management Agency’s (AEMA) Recovery Branch is currently looking for a Business Standards Analyst to join their Business Operational Supports team. The Recovery Branch manages the Disaster Recovery Program (DRP) that provides financial assistance for uninsurable loss and damage caused by emergencies and disasters, and assists eligible Government of Alberta ministries, communities and individuals. After a disaster, the affected municipality can apply for a DRP and if the municipal application is approved, affected residents can apply for financial assistance.

Reporting to the Business Operational Supports (BOS) Manager, the Process and Procedures Analyst will join a team that contributes to the development and maintenance of business standards, solutions and practices through multiple assigned projects and ad hoc requests.  This position will also support a coordinated approach to assessing the viability of process improvements that enhance the delivery model for DRPs. 

The Process and Procedures Analyst will take a lead and consults on the development, review and modernizations of the Branch’s processes and procedures for all activities across the branch, including process mapping, procedure drafting, evaluation, maintenance, and redesign. This includes the development and maintenance of a process and procedures registry to track the status of documentation as well as enable improved accessibility. Additionally they will support the development and maintenance of Branch business intelligence solutions including reports and dashboards. The Process and Procedures analyst may also be tasked with supporting branch strategic and operational planning and reporting activities and deliverables, including coordinating input for annual and quarterly reporting as well as the development of Branch level planning documents.


Additionally, the general  duties of the Process and Procedures Analyst are:
     •    Provide business analysis services to Recovery Branch staff at all levels to identify and help address a wide variety of needs related to Recovery projects and day-to-day business processes.
     •    Support or cover on other projects led by the team in the event of absence or other capacity constraints.
     •    Provide support to internal and external projects in accordance with project management principles, standards, and best practices.

May be required to work in the Provincial Emergency Coordination Centre, Provincial Recovery Coordination Centre or on field assignment as needed during emergencies in order to coordinate provincial emergency response efforts and/or support/advise/assist government ministries, municipalities, First Nations and/or other organizations.

Qualifications

Required:  University degree in Business, Economics, Statistics, Finance or related , PLUS 2 years related experience performing business analysis in areas such as change management, business intelligence reporting, business process mapping, logic modelling and organizational development or equivalent as described

Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education

For Example: 
Related 1 year certificate PLUS a minimum 5years of experience
Related 2-year diploma PLUS a minimum 4 years of experience
Related minimum 6 years of experience  

The successful candidate MUST also have: 

•    Experience working with business process mapping standards such as BPMN 2.0
•    Strong proficiency and experience with business intelligence tools such as Power BI and database queries tools and methods
•    Knowledge of project management best practices, including the Project Management Body of Knowledge (PMBOK) as defined by the Project Management Institute (PMI), and Service Alberta’s Project Process
     Framework, including a solid understanding of both waterfall and agile methodologies.

Assets: 

•    Previous experience with capturing and documenting business process maps using standard techniques and tools such as MS Visio
•    Previous experience with procedure documentation
•    Previous experience with outcomes based logic modeling
•    Previous experience with continuous improvement methodologies such as Six Sigma
•    Business analysis certification (e.g., IIBA, CBAP, CSPO, PMP, CAPM)
•    Strong oral and written communication skills - report writing, listening, conflict management, meeting facilitation, negotiating, networking, relationship building, and teamwork.
•    Strong policy writing, verbal communication skills as well as effective presentation skills to a diverse range of internal and external stakeholders
•    Effective decision making skills, including analyzing, fact finding, good judgement, problem solving, risk assessment and innovative thinking
•    Strong proficiency in Microsoft Office applications, including Visio, SharePoint, Excel

*This position may be required to work in the Provincial Emergency Coordination Centre or the Provincial Recovery Coordination Centre during emergencies to coordinate provincial emergency response and recovery efforts.
