The Energy Policy division leads policy development and program design across energy and minerals. The division works closely with other government areas, industry, Indigenous partners, and communities to support informed decision-making and effective resource management.

The Proceedings Management Branch manages matters before courts and tribunals involving the ministry. This includes coordinating responses to legal challenges and supporting their resolution. The branch works closely with legal counsel and internal program areas to ensure positions are evidence-based, aligned with legislation, and consistent with government objectives. It is also responsible for ensuring timely, accurate production of materials to meet court and tribunal requirements.


The Judicial Reviews unit provides integrated analysis and coordination to support the Government of Alberta’s position in court matters. The unit brings together legal, policy, and operational perspectives to assess risk, clarify key issues, and inform strategic approaches to managing and resolving judicial reviews.

The Proceedings Management Branch (PMB) is seeking two (2) Policy Analysts to support critical work related to judicial reviews, dispute resolution, and policy development, particularly with respect to royalty disputes within the Ministry of Energy and Minerals. 

Reporting to the Manager, Judicial Reviews, you will work collaboratively across government with internal program areas, external counsel, Indigenous partners, and other stakeholders to support effective, consistent, and timely outcomes. In this role, you will contribute to managing complex litigation and regulatory files involving oil sands, petroleum, natural gas and mineral royalty assessments. This position offers the opportunity to apply strong analytical, research, and communication skills to high-profile issues with financial, legal, and reputational implications for the Government of Alberta.

Your key responsibilities include, but are not limited to:

  • Leading complex analysis related to royalty disputes and ensuring risks are identified and proactively managed.
  • Developing clear, concise briefing materials and recommendations that translate complex legal, policy, financial and economic considerations into actionable advice for senior leadership.
  • Supporting the development and coordination of dispute resolution strategies by identifying royalty impacts, gaps, and interdependencies across files.
  • Collaborating with legal counsel, policy areas, and stakeholders across government to ensure alignment and consistency of strategic approaches.
  • Monitoring emerging trends in royalty disputes, policy, jurisprudence, and industry trends to inform proactive planning and risk mitigation.

Qualifications

Required:

  • Minimum University graduation in Public Policy, Economics, Law, Business Administration, Accounting, Engineering, or a related field supplemented by two (2) years of related experience in royalty frameworks and oil sands or upstream oil and gas operations. 

Related experience or education may be considered as an equivalency on a one-for-one basis


The following will be considered assets:

  • Experience in energy and minerals royalty audits, operations or dispute resolution processes.
  • Experience preparing briefing materials and supporting the provision of information and advice to senior leadership 
  • Strong knowledge of the legislative and regulatory framework applicable to energy and minerals. Specific knowledge of royalty frameworks is an asset. 
  • Proficient research and analytical skills, including a proven ability to use Excel to create statistical analysis, perform calculations, and draw insights from royalty projects data.
  • Understanding of policy development and decision-making processes (Legislative Assembly, Cabinet, Treasury Board, Caucus, and Committees). 
  • Strong project management skills, including analysis, implementation, and evaluation practices.

  • Term of Employment: There are two (2) full-time permanent positions. 
  • Hours of Work: 36.25 hours per week, Monday to Friday.
  • Location: Petroleum Plaza Building, North Tower, Edmonton.
