The Ministry of Municipal Affairs assists municipalities in providing well-managed, collaborative, and accountable local government to Albertans. Our main responsibilities are:
• Funding supports for municipalities
• A system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment

• Province-wide support for access to public library services for Albertans

Role Responsibilities
As the Policy Analyst, you will lead processes and policy development projects within the Technical and Corporate Services (TCS) Division and directly contribute to the division's goals and initiatives as indicated in the Municipal Affairs Business Plan. You will also manage legislative and strategic projects, advise project teams and senior management on sensitive legislative and policy issues.
Responsibilities:
The main responsibilities of this position are (but not limited to):
1. Coordinate regulatory projects and lead legislative processes for the TCS division.
- Manage divisional regulatory review and amending processes and advise subject matter experts on proposed regulatory amendments, ensuring that the process affords sufficient time for review and approval
- Develop a working knowledge of the subject area and participate in the identification and assessment of issues/opportunities that may require legislative amendments
- Develop strategic and well-considered Ministerial Order packages for Ministerial and Cabinet approval
2. Lead, coordinate and participate in strategic multi-stakeholder projects.
- Manage projects to ensure purpose, deliverables, timelines and accountabilities are well-defined and respected
- Guide the research and discussion to ensure it is comprehensive and on topic
- Determine need for and coordinate stakeholder involvement
3. Develop policy recommendations and solutions to address policy issues for current and future needs.
- Consult with subject matter experts and stakeholders to explore issues and opportunities
- Lead and participate in policy discussions and development of effective and innovative possibilities
- Strategize, evaluate and develop policy options and recommendations for senior management consideration

Qualifications
Post-secondary education, such as a bachelor’s or master’s degree in political science, Economics, Business or Public Administration or a related field; 4 years progressively responsible related experience; or equivalent as described below.
Equivalency:
Directly related education or experience considered on the basis of:
• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education.
Assets:
• Strategic and political acumen
• Knowledge of government priorities, initiatives and strategies that could impact the division
• Comprehensive understanding of the department's business plan and objectives
• Strong project management skills
• Strong interpersonal skills
• Exceptional writing, research and analytical skills
• Knowledge of computer applications, both repositories of business information and business tools used by the division (e.g., MS 360, ARTS)
