The Energy Policy Division is responsible for energy, mines, and minerals policy development and program design. It engages with a wide variety of resource development partners including various levels of government, industry, and a wide spectrum of Alberta communities and Indigenous Peoples.
The Proceedings Management Branch (PMB) strategically manages matters before the courts and tribunals, including responses to and resolution of matters brought against the department. PMB works closely with legal counsel and subject areas in the department to ensure the Minister’s positions before adjudicators are consistent with law and government objectives in the public interest. The branch is responsible for timely production of evidence before courts and tribunals and within mandatory deadlines.

As a Policy Analyst, you will play a key role in advancing the Energy and Minerals Proceedings Management Branch’s mandate by conducting in-depth research, analysis, and providing strategic policy advice on legal issues affecting the department. Working as part of the Judicial Review Team, you will support the Government of Alberta’s response to legal challenges of departmental decisions—particularly those involving oil sands royalty assessments and disputes.
In this role, you will:
- Support Litigation & Judicial Reviews – Assist senior analysts and legal counsel in developing legal strategies, preparing court filings, and ensuring compliance with court-imposed deadlines, with a particular focus on royalty files.
- Apply Royalty Knowledge – Support judicial review positions by drawing on a strong understanding of Alberta’s royalty frameworks and operational practices. Assess how technical and policy aspects of royalty methodologies may inform litigation strategy and departmental decision-making.
- Prepare Clear Briefings – Translate complex legal, technical, and policy content into concise, well-structured materials for executive and legal audiences.
- Engage with Stakeholders – Collaborate with Royalty Operations, Energy Legal, Treasury Board and Finance, and external experts to ensure aligned, defensible positions.
- Interpret Legal & Policy Frameworks – Examine legislation, regulations, audit practices, and historical decisions to assess legal risk and inform departmental positions.
- Demonstrate Sound Judgment & Communication – Use critical thinking, strategic insight, and exceptional writing skills to clarify complex issues and support defensible outcomes.
- Adapt to Changing Priorities – Operate with agility in a fast-paced environment, anticipating emerging risks and shifting strategic needs.
The ideal candidate brings experience in policy development, legal analysis, royalty operations, or litigation support—preferably in the energy or natural resources sector. A background in oil sands royalty frameworks, cost allowance assessments, or regulatory interpretation will be a strong asset. A collaborative mindset, analytical acumen, and attention to detail are essential to success in this role.

Qualifications
Required
University graduation in a related field (Arts, Business, Commerce, Law) and two (2) years of progressively responsible related experience is required. Related experience can include research and analysis, stakeholder engagement, technical writing and briefing, issues analysis and solution development, and project management.
Equivalencies will be considered as described below:

Directly related education or experience considered based on:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.

- Prior experience working in the energy and minerals industry or related ministries and agencies.
- Experience interpreting and applying regulations, ministerial orders, guidelines, AER Directives and relevant legislations such as Oil Sands Royalty Regulation, Mines and Minerals Act, Responsible Energy Development Act, Alberta Stewardship Act, Allowed Cost Regulation, Mines and Minerals Dispute Regulation, Oil Sands Allowed Costs Regulation, Mines and Minerals Administration Regulation, Petroleum Royalty Regulation and Natural Gas Royalty Regulation, Alberta’s Tenure and Liability framework for Oil and Gas to provide feasible recommendations to Management and executive leadership.
- Experience working in the public sector or within public sector decision-making processes.
