The Energy Policy Division is responsible for energy, mines, and minerals policy development and program design. It engages with a wide variety of resource development partners including various levels of government, industry, and a wide spectrum of Alberta communities and Indigenous Peoples.


The Proceedings Management Branch (PMB) strategically manages matters before the courts and tribunals, including responses to and resolution of matters brought against the department. PMB works closely with legal counsel and subject areas in the department to ensure the Minister’s positions before adjudicators are consistent with law and government objectives in the public interest. The branch is responsible for timely production of evidence before courts and tribunals and within mandatory deadlines.

As a Policy Analyst, you will play a key role in advancing the Energy and Minerals Proceedings Management Branch’s mandate by conducting in-depth research, analysis, and providing strategic policy advice on legal issues affecting the department.  Working as part of the Judicial Review Team, you will assist in preparing responses to judicial reviews of departmental decisions, particularly royalty disputes, ensuring fair and consistent policy administration.

In this role, you will:
 

  • Support Litigation & Judicial Reviews – Assist senior analysts and counsel with legal strategies, file preparation, and compliance with court-imposed deadlines.
  • Prepare Clear Briefings – Translate complex legal and policy information into concise, well-structured recommendations for leadership.
  • Engage with Stakeholders – Build strong relationships, collaborating with internal teams and external partners to support effective decision-making.
  • Analyze Legal Frameworks – Interpret legislation, regulations, and policy frameworks to assess risks and inform departmental decisions.
  • Adapt to Changing Priorities – Navigate shifting priorities with agility, anticipating potential risks and unintended consequences.
  • Demonstrate Strong Judgment & Communication – Apply critical thinking, problem-solving skills, and exceptional written and verbal communication to simplify complex issues.

 
The ideal candidate has experience in policy research, legal analysis, or litigation support, preferably in the energy or natural resources sector. A collaborative mindset, attention to detail, and ability to work in a fast-paced environment will be key to success in this role.

Qualifications

Required
University graduation in a related field (Arts, Business, Commerce, Law) and two (2) years of progressively responsible related experience is required.  Related experience can include research and analysis, stakeholder engagement, technical writing and briefing, issues analysis and solution development, and project management. Equivalencies will be considered as described below:

Equivalency
Directly related education or experience considered based on: 

  • 1 year of education for 1 year of experience; or 
  • 1 year of experience for 1 year of education.


Assets
The following are considered assets for the position: 

  • Prior experience working in the energy and minerals industry or related ministries and agencies.
  • Experience interpreting and applying regulations, ministerial orders, guidelines, AER Directives and relevant legislations such as Mines and Minerals Act, Responsible Energy Development Act, Alberta Stewardship Act, Allowed Cost Regulation, Oil Sands Royalty Regulation, Mines and Minerals Dispute Regulation, Oil Sands Allowed Costs Regulation, Mines and Minerals Administration Regulation, Petroleum Royalty Regulation and Natural Gas Royalty Regulation, Alberta’s Tenure and Liability framework for Oil and Gas to provide feasible recommendations to Management and executive leadership.
  • Experience working in the public sector or within public sector decision-making processes.

Notes

We are currently filling one 12-month temporary full-time position.

Working hours for this role is 36.25 hours per week, Monday to Friday.
