The Alberta Emergency Management Agency (AEMA), a division of Public Safety and Emergency Services, has a mission of capacity building and continuous improvement of services delivery among emergency management stakeholders, striving to reduce disaster risk proportionately impacting response and recovery requirements.  The agency provides policy leadership under the Alberta Emergency Management Act, and Government Emergency Management, Local Authority Emergency Management, and Disaster Recovery Regulations.

The AEMA is accountable and responsible to the Government of Alberta, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events, Alberta relies on a decentralized "system" for managing large-scale emergencies and disasters.  The AEMA lead the coordination, collaboration and co-operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system.

Role Responsibilities

Are you passionate about contributing to the safety of Albertans and their communities in the face of various emergencies and disasters? In this position, you will collaborate with a diverse array of stakeholders across different levels of government and civil society organizations. Your primary goal will be to ensure the implementation of legislative and policy frameworks at both provincial and municipal levels, aiming to enhance public safety for residents of Alberta and their communities.

As a member of the Emergency Management Strategic Planning and Legislation team, reporting to the Manager, you will take on responsibilities related to project management, stakeholder engagement, and policy and legislative initiatives. Your focus will be on advancing Alberta's emergency management framework, involving the identification of implications for both the province and its municipalities. Additionally, you will be tasked with developing viable options to address issues identified within these areas.

Key Responsibilities:

  • Conducting research, evaluating practices and frameworks in other jurisdictions, and provide advice on issues, initiatives, and regulatory frameworks to identify leading practice and areas for adaptation or improvement.
  • Coordination and leading components of formal legislation reviews specific to Alberta's Emergency Management Act and Emergency 911 Act.
  • Coordinating policy discussions with internal and external partners to solicit input and feedback that will inform the development of policy options
  • Developing and comparing policy options to determine recommendations supported by evidence, stakeholder input, analysis, and other contextual factors.
  • To be successful in this position, you will demonstrate:

  • Flexibility and the ability to work in an environment with changing priorities, short timelines, and potentially competing demands.

Qualifications

Required:
A University degree in Public Administration, Business Administration, Arts, Law, Communications, Disaster and Emergency Management, or Political Science, supplemented by at least two (2) years of related experience is required; or equivalency as described below. 

You MUST also have: 

  • Knowledge and experience in policy and legislation development. 


Equivalencies: 
Directly related education or experience considered on the basis of: 

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


Assets: 

  • Knowledge of emergency management acts and regulations (Emergency Management Act, Local Authority Emergency Management Regulation, etc.)
  • Knowledge of the Emergency 911 Act, regulations, and standards 
  • Ability to use different research approaches (e.g., quantitative, qualitative) to assess and interpret data and information
  • Strong project management skills
  • Excellent written and oral communication skills
