Role Responsibilities

We are seeking a skilled professional to provide policy advice on the Assessment Model Review and other assessment and taxation projects. Reporting to the Manager-Strategic Policy, this role will work at the intersection of legislation, data analysis and stakeholder engagement to ensure Alberta’s property assessment and taxation policies remain accurate, current, and effective.

Key Responsibilities:
Policy Development & Stakeholder Engagement

  • Ensure correct, up-to-date, and effective regulated property assessment and taxation legislation, regulations, policies, and standards are in place.
  • Lead stakeholder engagement initiatives, including consultations with municipalities, property owners, and other stakeholders to review proposed policies and assess potential impacts.
  • Gather, analyze, and summarize feedback from stakeholders; work to build consensus where possible.
  • Analyze complex assessment and taxation data for impacted municipalities to identify trends and provide informed policy advice.


Strategic Recommendations & Reporting

  • Develop policy recommendations in collaboration with engineers, assessors, municipalities, property owners, and other stakeholders for review by Executive Management and approval by the Minister.
  • Prepare briefing notes, letters, communications plans, and other documentation to support decision-making.
  • Provide timely, evidence-based recommendations to senior leadership and government officials.

Information Management & Communication

  • Coordinate and deliver accurate, accessible information and advice on property assessment and taxation policies to internal and external audiences.
  • Draft and edit reports, briefing materials, and official correspondence for senior government leaders, including the Minister, Deputy Minister, and Assistant Deputy Minister.
  • Engage with the public, assessment professionals, municipal officials, and elected representatives to provide clarity and guidance.
  • Research, analyze, and report on emerging issues in assessment and property taxation as assigned.

Qualifications

Requirements:

  • University graduation in a related field such as Business, Economics, Management, Political Science, Public Policy.
  • 4 years of related experience in program and policy research, analysis, development and implementation.


Equivalencies:
Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education


Assets:

  • Strong verbal and written communication skills. Comfortable in providing concise and clear briefings/presentations to senior management and stakeholder groups.
  • Ability to analyze and interpret complex public policy issues.
  • Knowledge of research and information management skills.
  • Demonstrated ability to research and analyze issues critically when preparing briefing material, and to perform necessary research.
  • Strong ability to define issues, quickly assimilate data and reorganize into relevant information and reports.
  • Strong ability to work independently and collaboratively, cooperatively and productively with others to achieve desired results.
  • Ability to effectively lead, facilitate and coordinate work groups.
  • Strong knowledge of municipal operations, particularly in the area of assessment and taxation.
  • Knowledge of the regulated assessment and taxation process in Alberta.
  • Related post-secondary education and progressively related experience in property assessment, public policy or law.
  • Knowledge of the Municipal Government Act and its regulations.
  • Strong knowledge of the Government of Alberta's legislative and regulatory policy development and approval processes.

  • Ability to work strategically and simultaneously manage a wide variety of issues, mobilize resources and find innovative solutions to complex issues and problems.
