The Ministry of Public Safety and Emergency Services (PSES) is responsible for strengthening public safety, supporting effective policing, and ensuring Alberta’s justice and public security systems remain resilient, accountable, and responsive to the needs of Albertans. The ministry works closely with law enforcement, municipalities, Indigenous communities, and partners across the justice, health, and social sectors.

PSES provides provincial policing services through its agreement with the Government of Canada, which establishes the Royal Canadian Mounted Police (RCMP) as Alberta’s provincial police service. The ministry also supports municipal and Indigenous policing through funding programs, policy development, and the establishment of consistent policing standards, including the modernization of policing legislation, oversight frameworks, and professional standards that promote accountability and public confidence.

PSES further supports specialized policing initiatives, victim services, crime prevention programming, and grant funding that enhance community safety and assist vulnerable populations across the province.

Role Responsibilities

The Police Governance Analyst plays a critical role in supporting effective civilian oversight of policing in Alberta. Reporting to the Manager, Police Governance, this position contributes expertise in research, policy development, program evaluation, and stakeholder engagement to advance community safety and police accountability.

Key responsibilities include:

Governance & Oversight Standards 

•    Lead the development, modernization, and implementation of governance frameworks, professional standards, and accountability tools that support effective civilian police oversight. 
•    Design, assess, and refine governance models to strengthen board and committee performance, transparency, public confidence, and community engagement. 
•    Develop evidence based research, policy analysis, and guidance materials that inform provincial direction on governance training, board roles and responsibilities, and oversight expectations. 
•    Provide expert advice and recommendations on governance related issues, emerging risks, legislative or regulatory considerations, and accountability trends affecting police oversight bodies.

Stakeholder & Sector Leadership

•    Develop and maintain effective working relationships with municipalities, police commissions, policing committees, Indigenous police commissions, and provincial or national policing governance partners. 
•    Support collaboration and information sharing initiatives that promote consistency, capacity building, and best practices across civilian oversight bodies. 
•    Participate in and, where appropriate, facilitate governance related working groups, forums, and advisory tables. 
•    Represent the ministry in discussions with governance bodies and partners, ensuring alignment with provincial policy, legislation, and strategic priorities.

Grant Funding & Financial Analysis — Secondary Strategic Function

•    Support the administration and continuous improvement of police governance related grant programs, including eligibility criteria, reporting requirements, and compliance processes. 
•    Conduct financial analysis to support funding decisions, governance sustainability planning, and executive level reporting. 
•    Assess financial risks and trends related to governance funding and provide analysis to inform policy and program recommendations.

Executive-Level Communications & Issues Management

•    Prepare high quality briefing materials, including briefing notes, issue notes, correspondence, presentations, and policy summaries for senior leadership and executive audiences. 
•    Monitor, analyze, and assess emerging governance, accountability, and oversight issues that may have implications for public safety, policing policy, or public confidence. 
•    Provide clear, concise, and well reasoned analysis to support decision making in fast paced and sensitive environments.

Governance Expertise & knowledge Contribution

•    Contribute subject matter expertise to the development, maintenance, and refinement of governance tools, standards, and resources used by police oversight bodies. 
•    Share best practices, sector knowledge, and analytical insights to support capacity building and continuous improvement in policing governance and oversight. 
•    Support the evolution of governance frameworks by incorporating legislative changes, policy reform, emerging best practices, and stakeholder feedback.

This position requires strong interpersonal and analytical skills to navigate day-to-day issues identified in police governance and funding. The successful candidate must manage multiple concurrent projects, assess and prioritize tasks, and build consensus across a broad stakeholder network. Success depends on the ability to exercise sound professional judgment, develop practical solutions, and identify opportunities for collaboration that result in mutually beneficial outcomes.

Qualifications

University graduation in Criminology, Public Administration, Social Sciences or any other related field plus four (4) years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

Please note that experience with grant(s) administration and/or policy development is preferred. 

The following are considered assets: 

•    Working familiarity with board governance.
•    Experience working in or in close collaboration with law enforcement, policing organizations, police governance bodies, or public safety–related environments.
•    Financial acumen with budgets and forecasting. 
•    Working knowledge of multi-stakeholder policy development via consensus building.
•    Experience developing terms of reference materials and documents, and work plans, particularity in governance and oversight.
•    Significant experience developing and writing briefing notes, materials and correspondence with excellent review and editing skills.

Notes

There is one (1) permanent position. This position works Monday to Friday from 8:15am to 4:30pm, 36.25 hours a week.
