The Ministry of Public Safety and Emergency Services (PSES) is responsible for strengthening public safety, supporting effective policing, and ensuring Alberta’s justice and public security systems remain resilient, accountable, and responsive to the needs of Albertans. The ministry works closely with law enforcement, municipalities, Indigenous communities, and partners across the justice, health, and social sectors.
PSES provides provincial policing services through its agreement with the Government of Canada, which establishes the Royal Canadian Mounted Police (RCMP) as Alberta’s provincial police service. The ministry also supports municipal and Indigenous policing through funding programs, policy development, and the establishment of consistent policing standards, including the modernization of policing legislation, oversight frameworks, and professional standards that promote accountability and public confidence.
PSES further supports specialized policing initiatives, victim services, crime prevention programming, and grant funding that enhance community safety and assist vulnerable populations across the province.

Role Responsibilities
The Police Governance Analyst plays a critical role in supporting effective civilian oversight of policing in Alberta. Reporting to the Manager, Police Governance, this position contributes expertise in research, policy development, program evaluation, and stakeholder engagement to advance community safety and police accountability.
Key responsibilities include:
Governance & Oversight Standards
• Lead the development, modernization, and implementation of professional oversight standards, governance frameworks, and accountability tools for police commissions and policing committees.
• Design and evaluate governance models that strengthen board performance, transparency, community engagement, and civilian oversight outcomes.
• Develop evidence-based policy and research products, shaping provincial directions on governance training, board expectations, and civilian oversight reforms.
• Advise senior officials and governance bodies, providing expert recommendations on emerging oversight issues and regulatory/accountability considerations.
Stakeholder & Sector Leadership
• Cultivate and sustain high-trust strategic relationships with municipalities, commissions, policing committees, Indigenous police commissions, and provincial/national policing governance associations.
• Convene and facilitate provincial collaboration, enabling consistency and capacity-building across governance bodies.
• Represent the ministry at sector working groups, governance forums, and advisory tables when required.
Grant Funding & Financial Analysis — Secondary Strategic Function
• Oversee administration and continuous improvement of grant programs (e.g., Police Support Grant), including eligibility criteria, reporting frameworks, compliance monitoring, and financial risk assessment.
• Conduct financial and funding analysis to inform governance policy, board sustainability planning, and executive decision-making.
Executive-Level Communications & Issues Management
• Prepare high stakes briefing materials, including briefing notes, ministerial/executive correspondence, policy summaries, and presentations.
• Provide strategic issues analysis, identifying governance risks, trends, and emerging needs requiring provincial attention.
Team & Knowledge Leadership
• Provide functional leadership and mentorship to the Police Governance Coordinator and contribute to the professional development of governance practitioners across the province.
• Champion continuous improvement, ensuring governance resources, standards, and tools evolve with reforms, best practices, and sector feedback.
This position requires strong interpersonal and analytical skills to navigate day-to-day issues identified in police governance and funding. The successful candidate must manage multiple concurrent projects, assess and prioritize tasks, and build consensus across a broad stakeholder network. Success depends on the ability to exercise sound professional judgment, develop practical solutions, and identify opportunities for collaboration that result in mutually beneficial outcomes.

Qualifications
University graduation in Criminology, Public Administration, Social Sciences or any other related field plus four (4) years progressively responsible related experience; or equivalent as described below.
Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or1 year of experience for 1 year of education.
Please note that experience with grant(s) administration and/or policy development is preferred.
The following are considered assets:
• Working familiarity with board governance.
• Financial acumen with budgets and forecasting.
• Working knowledge of multi-stakeholder policy development via consensus building.
• Experience developing terms of reference materials and documents, and work plans, particularity in governance and oversight.
• Significant experience developing and writing briefing notes, materials and correspondence with excellent review and editing skills

Notes
There is one (1) permanent position. This position works Monday to Friday from 8:15am to 4:30pm, 36.25 hours a week.
