The Strategic Engagement and Compensation Policy Branch and Provider Compensation Operations Branch within the Health Workforce Division support and implement the provincial government’s vision for innovation in health service providers compensation.

We’re hiring Senior Policy/Program Analysts to lead specific elements of the comprehensive development, implementation, and evaluation of various compensation models for physicians and other health care providers within the framework of the provincial-level strategic and policy direction for health service delivery. This includes research, environmental scans, analysis and interpretation; financial modeling and accountability frameworks; strategic policy development and revision to encompass new funding model(s); stakeholder engagement and negotiation; development of operational frameworks and implementation plans; and leading pilot initiatives and evaluations.

The Senior Policy/Program Analyst also leads large, multi-interest group projects to complete design components for health service provider compensation. The incumbent develops reports and presentations for senior and executive management to support informed decision-making. Depending on the unit’s priorities and the incumbent’s specific area of expertise, the incumbent’s responsibilities may focus on an assigned area of the overall operations or development of compensation models (e.g., lead the data analysis for health care service models; facilitating engagement across multi-stakeholder groups on compensation models implementation, lead analysis of insured services, compare compensation frameworks across provinces to ensure competitiveness and fairness, implement physician services budget revisions, drive improvements in accountability and transparency, and lead modernization of existing compensation models). The scope of work spans provider compensation models for fee-for-service, Alternative Relationship Plans (ARPs), allied health professionals and as well as operational support of various physician programs and initiatives.

The positions works within a legislative framework that structures most provider compensation activities including the Alberta Health Care Insurance Act, the Health Professions Act, the Health Information Act, the Access to Information Act, the Protection of Privacy Act, and the ministerial orders and directives regarding physician compensation.

Qualifications

Requirements:

University graduation in a related field (e.g., Health Sciences, Public Health, Public Policy, Social Sciences, Public Administration, Political Science, or Business) plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalencies: Directly related education or experience on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education


The following are preferences:

  • Work experience in public policy development, implementation, analysis, and/or review
  • Experience in health care system field


The following are assets:

  • Master’s degree in public health and / or public policy
  • Compensation program experience
  • Stakeholder engagement experience
  • Labour relations and negotiations experience
  • Business analysis experience
  • Project management experience.
