The Alberta Emergency Management Agency (AEMA), under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery.
The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the co-ordination, collaboration and co-operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system.

Role Responsibilities
Reporting to the Manager, Strategic Partnerships and Public Education, the Personal Preparedness Program Consultant plays a key role in the ongoing development and maintenance of the Be Prepared program through planning, research, consultation, development, delivery, and evaluation of preparedness and resilience programming in Alberta.
The Consultant is a member of a highly collaborative team who work together on the development of the team's strategic plan, communications strategy, program development, public education, and research initiatives. By working closely with their other Personal Preparedness Program Consultant counterpart, Community Partnerships Officer, Research Analyst, Risk Reduction Communications Specialist, and Information and Engagement Specialist, the unit builds public interest and engagement in disaster mitigation, prevention, preparedness, and resiliency.
You will be responsible for:
- Program administration: Contributes to the delivery of a trusted emergency preparedness program in Alberta
- Research: Contributes to research development through the identification of preparedness and resilience-based topics of research
- Public Education and Strategic Communications: Contributes by working with internal partners to create and align public education and awareness messaging for Albertans
- Leads and/or participates in projects, committees, and working groups with other government departments, public sector entities and private sector organizations by attending meetings and events that relate to individual and community preparedness and disaster resilience.

Qualifications
Required: University degree in Disaster and Emergency Management, Communications, Environmental Science or related, PLUS 2 years related experience or equivalent as described
Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education
For Example: Related 1 year certificate PLUS a minimum 5 years of experience Related 2-year diploma PLUS a minimum 4 years of experience Related minimum 6 years of experience
The successful candidate MUST also have:
- Strong knowledge of Alberta’s emergency management framework, legislation, plans, and operational guidelines.
- Ability to plan, deliver, and evaluate programs and projects with strong organizational and analytical skills.
- Skill in building and maintaining relationships with diverse partners (municipal coordinators, emergency services, industry, academia).
- Understanding of stakeholder engagement practices.
- Strong written and verbal communication to develop and deliver preparedness programs, products, and briefings
- Proficiency with Microsoft Office/M365 and intermediate Adobe Acrobat skills for creating interactive documents and e-binders.
- Ability to remain continuously aware of the broader political and municipal government context while supporting departmental goals of responsiveness, flexibility, and collaboration
Assets:
- Awareness of national and international emergency management approaches (e.g., FEMA, NEMA) for benchmarking.
- Knowledge of public education program development.
- Experience delivering public speaking engagements to diverse audiences.

Term of Employment: Permanent Full-time position
Hours of Work: 36.25 hours per week
Location: Edmonton
This position may be required to work in the Provincial Emergency Coordination Centre (PECC) as needed during emergencies to coordinate provincial emergency response efforts and/or support/advise/assist government ministries, municipalities, First Nations and/or other organizations. In these circumstances, the position may require working extended and irregular hours and/or shifts with minimal or no notice, particularly during emergencies and exercises.
