Role Responsibilities

Build learner pathways. Shape system change. Support mobility across Alberta!!

The Ministry of Advanced Education is seeking a Pathways Research and Reporting Senior Analyst to support Alberta’s post‑secondary transfer system and learner pathways. This role plays a key part in advancing learner mobility, recognition of prior learning, and access to education and career pathways across the province and beyond.
Working within the Learner Pathways / Alberta Council on Admissions and Transfer (ACAT) Secretariat, this position leads transfer system and learner pathways policy and communication, Articulation and Affiliated Committee stakeholder networks, contracts and grants, and system research and data initiatives and reporting to support the transfer system, learners and institutions, and government priorities.

As a senior analyst, you will:

  • Lead pathways knowledge translation for policy, program, and service analysis and communication related to post‑secondary admissions, transfer credit, learner mobility, research and governance, and emerging pathways, translating complex findings into practical options and recommendations.
  • Develop and manage high‑quality pathways communications and briefing materials, including briefing notes, reports, correspondence, presentations, and web content for the transfer system, senior leadership and diverse internal and external stakeholders.
  • Manage and support provincial Articulation and Affiliated Committees and related stakeholder networks, including governance, relationships and engagement, meeting coordination and issues management, research and data, and system‑wide initiatives that enhance learner mobility.
  • Manage contracts, grants, and resources that support learner pathways and transfer initiatives and system operations, including development, administration, financial monitoring, reporting, stakeholder and contractor management, and evaluation of outcomes.
  • Lead transfer system and pathways research, data analysis, metrics development, business intelligence and reporting, including the design and delivery of system projects, dashboards and data visualization, performance indicators, and evidence‑based insights to inform decision‑making.
  • Collaborate with transfer system member institutions, non-member institutions/learning providers, student groups, K – 12 and industry stakeholders, government partners, jurisdictional and national organizations, and stakeholder networks to advance system priorities and support learner access to mobility and career and education pathways.
  • Support the planning, coordination, and implementation of complex, multi‑stakeholder projects, balancing competing priorities while ensuring alignment with transfer system priorities and ministry strategy and government direction.
  • Identify and address emerging issues, risks, and opportunities impacting learner pathways, applying analytical judgment and innovative problem‑solving approaches.

Qualifications

University graduation (minimum four‑year degree) in Public Administration, Education, or a related field, plus 4 years of related experience.

Education equivalencies will be considered as per below:

Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education
  • Previous supervisory/ team lead experience is required

Directly related post-secondary institution and transfer system and learner pathways and mobility experience.

Preference will be given to candidates with the following assets:

 

  • Ability to apply relevant Government and Ministry business plan goals, and priorities related to the post-secondary transfer system and learner pathways in Alberta and the work of the team.
  • Knowledge of preparing briefing materials like Briefing Notes, PowerPoint Presentation, Executive Summaries, website contents, data visualization, etc. for stakeholders and Senior Management.
  • Experience in contracts, grants, and project management, including critical thinking, problem solving, and handling multiple projects with tight deadlines.
  • Experience in research and data analysis, technology and tools, metrics and reporting.
  • Experience with relevant stakeholders affected by learner transitions and mobility, as well as stakeholder and client relationships, collaboration, management, and trust.
  • Knowledge of business transformation, change management approaches and strategies, and best practices in continuous improvement.

This is one Permanent full-time position, working 36.25 hours per week, Monday to Friday. The position is based out of Edmonton.
