The Alberta Emergency Management Agency (AEMA), under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery.
The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the co-ordination, collaboration and co-operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system.
The Provincial Emergency Coordination Centre (PECC) is the key public safety coordination point for the Government of Alberta (GOA). It is the entity through which critical and routine public safety information is received and disseminated within government and across to federal and NGO PS partners. The PECC performs two parallel and equally important functions in this respect. Firstly, it facilitates the coordination of operational and occasionally tactical responses to emergencies and disasters across the Province. Secondly, it supports the passage of information to executive decision-makers and elected officials, assuring their situational awareness and support where necessary, during such events.

Role Responsibilities
Reporting to the Manager, Provincial Emergency Coordination Centre, in the Central Operations Branch of the Alberta Emergency Management Agency (AEMA), the, PECC Readiness and Response Team Lead plays a pivotal role in ensuring the seamless coordination and execution of PECC activities. This position is responsible for leading a team that oversees PECC Readiness Training and maintenance of resources that are essential for and PECC daily operations, readiness and activation. Through strategy, planning, and execution the Team Lead fosters a culture of preparedness, enabling a swift and effective response by the Agency to internal and external demands. From insuring operational readiness to PECC staff training this position drives excellence and ultimately contributes to the Agencies short and long-term objectives with precision and agility.
Responsibilities Include:
- Collaborate with AEMA Staff, Section Chiefs, Consequence Management Officers, and Business Continuity Officers (CMO's/BCO’s) to identify their training needs and resource requirements for staff and augmentees.
- Lead the recruitment and training efforts for augmentee personnel to support PECC operations.
- Coordinate and facilitate the annual hazard briefing to EM Stakeholders, DEMs/DDEMs, CMO's/ BCO's, AEMA staff and augmentees to ensure awareness of potential risks.
- Address safety and security concerns by developing and implementing robust safety protocols, conducting regular inspections, and investing in security measures including access controls, and facility emergency response plans. Participating in the facility
- Occupational Health and Safety Committee activities.
- Coordinate readiness exercises and simulations to evaluate the effectiveness of the PECC.
- Provide guidance, advice, feedback, and support to the PECC staff, CMO's/BCO's and Augmentees and provide all learnings and knowledge of tools to produce growth within.
- Support the mandate of AEMA and the strategic and business goals of Central Operations.
- Manage a portfolio of work that supports Central Operations and the PECC concepts, skills, resources, and policy required for a coordinated provincial & national approach to emergency management.

Qualifications
Required: University degree in Public Administration, Emergency Management or related, PLUS 4 years related experience or equivalent as described
Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education
For Example:
Related 1 year certificate PLUS a minimum 7 years of experience
Related 2-year diploma PLUS a minimum 6 years of experience

The successful candidate MUST also have:
- Knowledge and experience regarding best practices for policy development, monitoring, and evaluation
- Knowledge and understanding of government business plans, structures, operations, and reporting relationships
- Demonstrated knowledge of organizational leadership and project management frameworks
- Experience with consultation and collaboration techniques
- Project management skills
- Political acumen
- Experience developing and delivering training
- Thorough understanding of emergency management frameworks
Assets:
- Experience with staff development and coaching
- Incident Command System (ICS) 300 or higher;
- policy development experience
- Professional designation in Risk and/or Emergency Management
- Certification in change management
- Certification in project management

Notes
Hours of Work: 36.25 hours per week
Location: Edmonton
Ability to travel with short notice for extended periods of time (i.e. be deployed to support an incident). Additionally, you must be able to work non-standard hours with short notice for extended periods of time (i.e. weekends, evenings, nights, holidays etc. at time of incident).
