Are you passionate about driving digital health innovation and operational excellence? We are seeking a dynamic and experienced Operations Manager to lead the oversight, planning, and enhancement of Alberta’s digital health services. This critical leadership role ensures that millions of Albertans have consistent, secure, and user-friendly access to personal health information through platforms such as MyHealth Records and other key eHealth services.
The Strategic IMT Services Branch is seeking an Operations Manager to provide tactical leadership and oversight of the MyHealth Records program and related consumer-facing eHealth services. This role is critical in delivering high-quality, citizen-centric digital health solutions within Alberta’s healthcare system.
Role Responsibilities
Reporting to the Director of Consumer eHealth, the Operations Manager leads a team of professional and administrative staff and ensures the successful delivery and support of MyHealth Records services, while aligning with legislative requirements such as the Health Information Act and Financial Administration Act.
The job responsibilities include:
1. Operational Leadership
- Oversee day-to-day operations of mission-critical eHealth systems ensuring reliable service delivery.
- Lead investigations to resolve issues affecting system access or service quality.
- Ensure business analysis and system enhancements align with policy, legislation, and program roadmaps.
- Build and maintain strong partnerships through consultations and coordination with stakeholders.
- Promote continuous improvement in operations and return on technology investments.
2. Program Strategy and Policy
- Drive the development and implementation of tactical roadmaps and governance processes to support eHealth program growth.
- Lead the creation of policy to align with evolving legislation and pan-Canadian standards.
- Conduct environment scans, analyze trends, and assess gaps to inform policy direction.
- Define and monitor performance metrics to measure progress toward program outcomes.
- Collaborate on privacy and security assessments, including Privacy Impact Assessments and risk evaluations.
3. Service Delivery and Enhancements
- Manage system updates, releases, testing, and communications for applications like MyHealth Records.
- Develop change communication strategies for a variety of stakeholders and delivery channels.

4. People Leadership
- Supervise and coach a team of professionals and administrative staff.
- Plan operational strategies and ensure resources are allocated effectively.
- Support team development and address skills and capacity gaps to meet evolving business needs.
5. Vendor, Contract, and Grant Management
- Draft and evaluate public procurement documents including requests for proposals (RPFs) and statements of work (SOWs) as well as grant documents.
- Monitor vendor performance, track work progress, and ensure compliance with terms and regulations.
- Assist in budget forecasting and reporting in collaboration with the Director.

Qualifications
Minimum Recruitment Standards
University graduation in computer science and computer engineering, supplemented by four years related experience.
Equivalency: Directly related education or experience considered on the basis of:
1 year of education for 1 year of experience; or
1 year of experience for 1 year of education.
The following experience is required:
- Experience in operational leadership, including managing mission-critical systems and overseeing day-to-day service delivery in a complex, high-availability Information Technology environment.
- Strong background in business analysis and systems enhancement, ensuring alignment with evolving policy, legislation, and organizational roadmaps.
- Experience developing and implementing program strategies, tactical roadmaps, and governance processes to support technology and health program growth.
- Proven success managing system enhancements and change initiatives, including software updates, testing, stakeholder communications, and release planning.
- Demonstrated ability to manage deliverables, review invoices, monitor progress, and ensure compliance with contractual and regulatory requirements.
The following are considered assets:
- Experience with policy development specifically with health policy development, legislative alignment, and pan-Canadian standards in digital health environments.

Hours of work are 8:15 AM to 4:30 PM, Monday to Friday. This is a full-time position working 36.25 hours per week.
