Role Responsibilities

As the Operational Change & Process Analyst, you will support divisional and ministry wide initiatives across PSES by applying people centred change management practices, advising program areas through organizational and system changes, and strengthening the clarity and usability of program level policies, procedures, and workflows.

This role focuses on program level (operational) policy, procedures, and workflows — not government wide or legislative (“big P”) policy. The work is applied and practical, grounded in how programs operate day to day.

You will also support adoption and optimization of the 1GX Enterprise Resource Planning system and related tools. System adoption work is one component of a broader operational change and process clarity mandate.

Working independently within established ministry frameworks, and as part of a small, evolving team, you will help ensure consistent, people centred, and well documented operational practices across PSES.

Your responsibilities will include (but are not limited to):

  • Applying people centred change management practices to support staff adoption of new or revised processes, systems, and procedures.
  • Developing practical change supports such as communication materials, readiness tools, and guidance tailored to program needs.
  • Advising program areas and project teams on change impacts, risks, and mitigation strategies across divisional and ministry wide initiatives.
  • Supporting the adoption and optimization of enterprise systems (e.g., 1GX) by identifying operational and business process impacts and ensuring change guidance and supporting materials accurately reflect system use.
  • Supporting program areas in reviewing, clarifying, and updating program level policies, procedures, and workflows, including documenting current and future state processes.
  • Facilitating working sessions to gather information, validate impacts, and build shared understanding of operational changes.
  • Analyzing workflows and business processes to identify opportunities for improved clarity, alignment, and adoption of change.
  • Supporting the development and refinement of tools, templates, and documentation standards used for change and process work.

Qualifications

Requirements: 

  • University graduation in Business administration, Social sciences, Communication, Human behavioral science, or other related field PLUS 4 years’ experience supporting people centered change and operational process work. 

Equivalencies may include:

  • 2 year related diploma plus 6 years related experience.
  • 3 year diploma/applied degree plus 5 years related experience.
  • Master’s degree plus 2 years related experience.

Assets:

  • Experience supporting program level policy, procedure, or workflow development or renewal.
  • Facilitating change activities, process documentation, or readiness initiatives.
  • Analyzing workflows or business processes to clarify impacts and support practical improvements.
  • Experience with writing and facilitation for varied audiences.
  • Experience with 1GX or other enterprise system adoption is an asset.
