The Corporate Strategic Services branch is responsible for providing assistance and expert advice during the Indigenous consultation process and assessing consultation requirements and adequacy.
Role Responsibilities
Reporting to the Director, Strategic Initiatives, Evaluation, and Agency Governance, the Municipal Aboriginal Policy Advisor is responsible for proactively identifying emerging municipal Indigenous policy issues, how the issues may impact the business of the ministry or its stakeholders and developing advice for ministry leaders.
The Municipal Aboriginal Policy Advisor needs to have a broad understanding of Municipal Affairs' role and accountabilities within the GoA. The position is responsible for contributing a municipal Indigenous policy perspective to the issues, input, and advice considered and prepared by other program areas throughout the ministry. The issues involved are often unique in nature with limited precedence to be found within the ministry or other jurisdictions.
The responsibilities of this role include:
• Lead or participate in the development and review of corporate strategic policies and frameworks related to municipal Indigenous policy through extensive collaboration and consultation with division representatives,
stakeholders, other government departments and research and policy networks.
• Provide assistance and expert advice during the Indigenous consultation process and assessing consultation requirements and adequacy.
• Provide expert advice and analysis on policy impacts, consultation processes, and dispute resolution mechanisms to senior leadership.
• Conduct research and prepare strategic recommendations on municipal Indigenous policy issues, anticipating long-term trends and intergovernmental impacts.
• Develop and maintain a ministry-wide Indigenous policy agenda, ensuring alignment with priorities and training staff on consultation processes.
• Support implementation of provincial Indigenous policies within the ministry and contribute to province-wide consultation strategies.
• Coordinate and track Red Tape Reduction initiatives, including preparing reports, maintaining databases, and engaging in cross-ministry working groups.
• Work collaboratively on matters related to cross-ministry strategic initiatives to coordinate input, analyze feedback, and develop comprehensive ministry positions.
• Provide flexible support across the branch, stepping in to assist with strategic planning, governance, and emergency planning as needed.

Qualifications
Requirements:
• University Degree in the following (but not limited to) areas: Arts (Social Sciences) or Business.
• Minimum of six (6) years of experience in a policy development environment, including experience with cross-ministry initiatives and strategic policy development.
• Knowledge of Indigenous communities and people in Alberta
• Knowledge of Indigenous culture and traditions.
• Understanding of current and historical Indigenous issues relating to land and natural resources.
• Knowledge of applicable GoA and MA policies, functions, standards and information systems.
• Knowledge of project management methodologies and tools.
Equivalencies:
Directly related education or experience considered based on:
• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education.
Assets:
• Knowledge of Power BI, Power Apps, and Power Automate.
• Strong knowledge of the broad strategic policy directions of the GoA, as they relate to the ministry.
• Strong knowledge of GoA and MA business plan goals, priorities and strategic issues.
• Strong knowledge of federal, provincial and municipal Indigenous policies and initiatives in relation to local government, public safety, municipal grants, and municipal governance.
• Knowledge of ministry legislation and regulations including the Municipal Government Act, the Safety Codes Act, Red Tape Reduction Act, etc.
