The Generation, Transmission and Markets branch under the Ministry of Affordability & Utilities manages the legislation, regulations and policies related to the generation and reliable transmission of electricity and Alberta’s wholesale market to ensure that electricity is traded in a fair, efficient, and openly competitive environment.

If so, this may be a great opportunity for you to join the Generation, Transmission and Markets Branch of the Ministry of Affordability & Utilities as the Manager for Electricity Sustainability and Innovation (ESI). 


Reporting to the Director, ESI, the Manager provides leadership, advice and recommendations in support of the effective management of Alberta's electricity generation, development and expansion of low emission electricity and supports the delivery of other strategic outcomes.

The position will focus on the following duties and responsibilities:
 

  • Policy Developoment and Legislative support: Lead in the development of public policy and regulations that will directly enhance the functioning of Alberta's electricity and natural gas framework specifically low emission electricity, energy storage, and responsible renewable electricity development. Manage and provide sound advice on the Renewable Electricity Program.
  • Strategic Research and Advisory: Oversee research and analysis related to policy options and regulations that may have an impact on Alberta's objectives related to renewable electricity and low emission electricity development to facilitate provision of expert, strategic, and sound advice to senior management and staff to assist in the development of policies, legislation, and regulations in achieving the Government of Alberta's objectives.  
  • Stakeholder Engagement: Build strategic partnerships and working relationships across the department and with other government departments. Represent the Branch/Division at events and on multi-stakeholder working groups such as other GoA departments, municipal and federal government departments, consumer groups, and independent agencies such as the Alberta Electric System Operator (AESO), and the Alberta Utilities Commission (AUC) to gather information, understand issues, solicit feedback and develop solutions to address concerns and impacts to the electricity market.
  • Project Management and Leadership: In collaboration with internal and external stakeholders, the Manager, ESI will lead policy development and implementation projects/programs. This includes tasks such as developing terms of reference, project planning, budgeting, stakeholder identification, and project monitoring and reporting to ensure the effective and comprehensive delivery of the Government of Alberta's strategic objectives related to renewable electricity development.

  • Issue Analysis and Advisory: Facilitate issue identification and resolution on low emission electricity development thereby promoting innovation and better practices. Render accurate advice to Branch Leadership on existing and emerging issues.
  • Team Leadership and Continuous Improvement: Lead, coach, and mentor the team by delivering effective performance management, recognizing and celebrating achievements, and providing constructive, timely feedback. Additionally, identify and implement process improvements to enhance policy development and execution across the Branch.
  • Reporting: Prepare reports, recommendations, briefing materials, and make presentations to internal and/or external stakeholders for information and/or decisions. Synthesize and translate critical information for policy and informational use.


To successfully deliver on this role, the Manager requires four core competencies which include forward-thinking and planning to anticipate future needs and support a holistic policy approach; political acumen and policy expertise to shape and deliver a provincial electricity system that serves the public interest; strong consultation and negotiation skills to manage competing interests and facilitate legal implementation; and the ability to forge collaborative relationships across the industry to build consensus and support ongoing policy refinements.

Qualifications

Required:

  • University graduation in a related field (Economics, Commerce, Law, Science, Engineering, Public Policy, Public Administration, etc.) and 4 years of progressively responsible related experience is required. Related experience can include research and analysis, stakeholder engagement, technical writing and briefing, policy development, and project/program management.

Assets:

The following are considered assets for the position:
 

  • Public Sector Experience: Experience working in the public sector or within public sector decision-making processes.
  • Industry Experience: Extensive experience working within, Agencies, Consumer Groups, Utilities or other parts of Energy and/or Electricity sector in increasingly responsible related roles.
  • Legislative/Policy Interpretation: Extensive experience with interpreting legislation, regulatory framework, and policies (e.g. Electric Utilities Act, Gas Utilities Act, Alberta Utilities Commission Act) to provide feasible recommendations to management and executive leadership. 
  • Technical knowledge: In-depth knowledge and experience in procurement of renewable electricity and the associated renewable attributes.
  • Leadership & Managerial Experience: Extensive senior managerial experience, effectively managing human and fiscal resources.
  • Project Management: Experience initiating, planning, organizing and implementing government projects/programs and funding support models.
