The Treasury Board and Finance oversees budget planning, financial management, economic analysis, and tax and revenue programs. Within this ministry, Financial Sector Regulation and Policy (FSRP) manages the regulation of insurance companies, pensions, and Alberta-based financial institutions like ATB Financial and credit unions. FSRP also provides policy analysis for provincial and national pension plans and ensures legislation and regulations meet the evolving needs of the industries it regulates. 

The Automobile Insurance Implementation Team is accountable for developing policies and programs necessary to deliver the care-first insurance system, including researching comparable legislation beyond Alberta. This team will also be accountable for developing strong collaborative working relationships with internal and external stakeholders to create integrated policy and planning options and cooperatively resolve issues.

Role Responsibilities

The Government of Alberta is transforming the auto insurance landscape with the transition to a care-first model, announced on November 21, 2024, and set to launch on January 1, 2027. This innovative system will prioritize enhanced medical, rehabilitation, and income support benefits while reducing litigation costs, making insurance more affordable for Albertans.

To drive this significant change, we are seeking exceptional leaders for three Manager-level positions on the Automobile Insurance Implementation Team. These newly established roles are for a two-year term, with the possibility of extension depending on program progress.

Position 1: Manager, Protocols and Consumer Support (MPC) In this role, you will:

  • Develop recovery management programs, healthcare treatment protocols, and injury case management guidelines.
  • Lead the creation of consumer support mechanisms, including medical benefits and IT system standards.
  • Identify best practices to inform legislative and regulatory changes.
  • Serve as a liaison with diverse stakeholder groups.  


Position 2: Manager, Strategic Relations (MSR) In this role, you will:

  • Advance programs and services to ensure affordable and sustainable insurance for Albertans.
  • Collaborate with stakeholders to gain input on various initiatives.
  • Assist in developing recovery management programs and injury case management guidelines.
  • Lead the creation of strategic communication plans and education materials to support implementation.


Position 3: Manager, Implementation Policy (MIP) In this role, you will:

  • Serve as a liaison with diverse stakeholder groups.
  • Create education and examination materials in consultation with Alberta’s insurance regulators.
  • Develop new policy tools and innovative frameworks to support the integration of care-first insurance into the existing system.
  • Identify best practices to inform legislative and regulatory changes.
  • As applicable, work with the Automobile Insurance Rate Board to help ensure product pricing aligns with care-first principles.

Qualifications

A university degree in Social Sciences, Public Administration, Communications, or a related field, plus at least four years of relevant experience in project management, government relations, or policy development with system-wide scope.

Assets: 

  • Proven experience in change management and guiding teams, including external consultants.
  • MPC: Expertise in business processes, systems, and healthcare program development.
  • MSR: Strong background in stakeholder relations and strategic communications.
  • MIP: Proficiency in policy integration and IT system standards development.

This posting is to recruit for up to three (3) Manager positions within the Treasury Board and Finance Financial Sector Regulation and Policy (FSRP) branch.  Applicants may be considered for other roles at the same or lower classification.

Interviews are scheduled to take place January 15th between 1:30pm and 4:30pm and January 20th between 10am-4pm.
