The Ministry of Children and Family Services funds programs and services to support vulnerable children, youth, families, and individuals to live safely and succeed in Alberta. This includes providing services and resources to protect children and youth from abuse and neglect, and effectively address harm that has placed them in need of intervention. Role Responsibilities

Are you ready to lead with precision and ensure excellence in every procurement decision? If you are looking for an opportunity to lead a dedicated team and influence positive outcomes within the Contracts and Procurement team within Edmonton Region, this role is for you!

As a Manager of Contracts and Procurement, you will provide leadership and oversight of the planning, development, monitoring, and evaluation of contracting and procurement approaches and processes to support the delivery of high-quality services across the full breadth of social programs, client populations, and communities in the region.

Some of your primary accountabilities will be to:  

  • Lead and support the development, delivery and evaluation of the procurement in the region according to the regional strategic procurement plan.
  • Provide direct support to regional leadership and staff, internal and external stakeholders with procurement management issues.
  • Recommend strategies to address existing and emerging issues and take procurement initiatieves.
  • Provide guidance for ensuring open, fair procurement and contracting processes, effective implementation and improvement of legistalations, regulations, policies, contract law and procurement best practices.
  • Ensure procurement and contracting meet policy and legislation compliance, cost transparency, program alignment, and acquisition as per region’s need.
  • Develop, promote and maintain effective regional, provincial and stakeholder networks and other working groups relationships.
  • Actively participate and represent the region on ministry-wide projects and cross-government initiavites, identify issues and develop risk mitigation strategies and prepare formal responses and briefing notes to all stakeholders.
  • Implement expertise knowledge to efficiently manage all human budgetary resources and allocate resources as per needs.
  • Leads team through the entire procurement and contracting process to achieve results and covers for the Director as needed.

  • Time management and organizational skills and ability to take on multiple projects and tasks and complete them in a timely manner.
  • Strong networking with Indigenous, multi-cultural agencies and communities. 

Qualifications

University Graduation with a Degree in Business Administration,  Social Services or related education plus 3 years progressively related leadership experience or equivalent.

Related experience or education may be considered as an equivalency on a one for one basis. Child Intervention knowledge and experience a asset for this role.

Preference will be given to those who have experience in:

  • Government contracts and procurement policies, decision-making and negotiations strategies.
  • Good understanding of related programs managed by other orders of government.
  • Knowledge of principles and practices of budgeting, operations of Alberta Government with respect to decision-making, legislative planning, financing, human resources is also an asset.
  • Several years of experience in procurement and managing teams in multi stakeholder environments.
  • Knowledge of government procurement frameworks, contract law, and relevant legislation.
  • Strong analytical, communication, and relationship building skills.
  • Ability to navigate complex challenges and provide solutions
  • Cultural Awareness

Notes

Hours of Work: 8:15am – 4:30pm, Monday to Friday, 36.25 hours per week (full-time). Hybrid schedule available.

Location: Park Plaza, Edmonton – Alberta.

Role Requirements: Travelling may be required as part of this role. As such, a Class 5 Drivers license will be required.

Pre-Employments: Final candidates will be required to undergo a security screening.
