Role Responsibilities
Reporting to the Director, Municipal Sustainability and Accountability, the Manager, Municipal Accountability provides leadership support to the day-to-day operations of the Municipal Accountability Program (MAP) team. The position oversees legislated inspections of municipalities to assess levels of legislative compliance with mandatory provisions specifically focused on the Municipal Government Act, and other significant legislation within the jurisdiction of the Minister of Municipal Affairs such as the Local Authorities Election Act and Libraries Act, along with accompanying regulations.
The Manager is also responsible for the in-depth inspection and inquiry process from initiation to completion and any support or reporting tools for inspections.
The Manager, Municipal Accountability position supervises a team of four advisors and one analyst providing support, guidance, and coaching to enable the provision of effective and efficient client services.
Responsibilities include but are not limited to:
- Provide leadership, expertise and supports, including development supports, for five staff.
- Oversees a team who acts as the primary point of contact on matters of municipal compliance with legislation in their administrative and governance processes and procedures.
- Develops policies and procedures for delivering and evaluating processes for the review and enhancement of municipal operations across the province and ensuring municipalities are offered appropriate support and resources for attaining legislative compliance, while making sure that inspections are handled with a quasi-judicial focus so that procedural fairness and legislation requirements are met.
Ensures proper processes and project management strategies are in place to meet the legislative requirements, mitigate any litigation exposure, maintain the program integrity and facilitate public confidence in the ministry’s role of enhancing the overall accountability of municipalities.

Qualifications

Required: University graduation in a field related to the position assignment (Public Administration, Law)) PLUS six (6) years progressively responsible experience or equivalent as described. Related experience or education may be considered as an equivalency on a one for one basis.
Equivalency:
Directly related education or experience considered based on:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year education
The successful candidate MUST also have:
- Experience with leading a team.
- Responding to complex and sensitive issues.
- Procurement practices and contract management.
- Public speaking and other communication skills.
- Good knowledge of law and principle of natural justice
- Knowledge of municipal government trends emerging issues, and best practices.
- Policy development and evaluation.
Assets:
- Expert knowledge on provincial legislation applicable to municipalities such as the Municipal Government Act and the Freedom of Information, Protection of Privacy Act and their regulations with specific emphasis on the roles and responsibilities of council and administration.
- Effective management and governance practices, administration, operation and procedures within a local government environment.
- Completion of the National Advance Certificate in Local Authority Administration Level II or equivalent.
- Contract management and public sector procurement experience.
Notes
This position is a permanent, full-time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm).
Pre-Employment Checks will be completed to assess the candidate’s suitability for a role. These checks may include (but are not limited to): references, criminal record check, academic verification, etc.
Candidates with lesser qualifications may be considered at a lower classification and salary.
