The Ministry of Children and Family Services funds programs and services to support vulnerable children, youth, families, and individuals to live safely and succeed in Alberta. This includes providing services and resources to protect children and youth from abuse and neglect, and effectively address harm that has placed them in need of intervention. Mentoring and support services are available to youth transitioning into healthy, productive adults. Role Responsibilities
This position manages the operations of the Centralized Procurement Office (CPO) to provide consulting, policy, compliance and training services to the contracting and grant program staff within Children and Family Services. This position is responsible for:
- Providing expert advice, leadership, guidance and direction related to the development of ministry procurement and grant strategies and policy;
- Managing common ministry services procurements through the development of pre-qualified resource lists, standing offers, business cases, and support to large procurement processes;
- Establishing accountability and alignment in the delivery regions by providing recommendations for improvement of contract and granting processes and best practices.
Some of the key responsibilities includes:
- Provides management and leadership to various ministry contract and grant policies and activities
- Ensures compliance of ministry contracts and grants with the Children and Family Service (CFS) Strategy, Procurement and Sole Sourcing Treasury Board Directives, the Procurement Accountability Framework Manual, and other relevant GOA and ministry policy
- Manages the procurement of common ministry services and resulting Resource Lists to ensure quality procurement and support to the ministry
- Manages the implementation and ongoing support of 1GX SCM across the ministry, with the help of CPO staff, by conducting training sessions, reviewing training materials and attending cross ministry meetings
- Using extensive knowledge and expertise, this position addresses many challenges resulting from emergent issues, GOA initiatives and internal re-structuring. transition while maintaining consistency and compliance across all CFS programs and divisions
- The manager will manage the development and continuous updates for Department-wide contract, grant, and procurement policies and procedures, including new procurement processes arising from the 1GX implementation
- Working closely with Finance, Legal Services, Service Alberta and Treasury Board and Finance you will identify procurement related issues and collaboratively identify solutions/strategies and/or provide advice to program areas to resolve these issues
- The manager will provide advice, guidance and training to ensure the ministry contract managers and staff develop and maintain strong competencies around adapting, implementing and integrating corporate contract and grant policy best practices within the Department
- Manage the operations of the Contracts and Grants Review Committee for: implementation of the Contracts and Grants Review Committee mandate; final reviews of contract submissions, presenting recommendations to the committee, records management support and final documentation for the Deputy Ministers approval

Qualifications
University graduation in a field related to the position assignment, supplemented by four years related experience.
Equivalency: Related experience or education may be considered as an equivalency on a one for one basis.
The following experience is preferred:
- Extensive Expertise in Procurement, Contracts, and Grants: Demonstrated knowledge and experience in policy development, contract and grant administration, risk management, internal controls, and alignment with GoA legislation and trade agreements. Proven ability to mitigate legal and financial risks and support process improvements through tools like Power Apps and Fieldglass.
- Analytical and Strategic Thinking: Skilled in cost/benefit analysis, business analysis, and project management, with a track record of contributing to cross-ministry procurement initiatives, developing operational improvements, and ensuring compliance with 1GX SCM/Ariba processes.
- Effective Communication and Leadership: Strong verbal and written communication skills with proficiency in facilitation, negotiation, mediation, and conflict resolution. Adept at leading teams, delivering training, and representing the ministry in cross-functional and cross-ministry groups.
- Technology and Time Management Proficiency: Proficient in Microsoft Office and contract management systems. Excellent organizational skills with the ability to manage competing priorities and deliver timely, high-quality outcomes in dynamic and complex environments.

This is one (1) permanent, full-time position working 36.25 hours per week, Monday to Friday. This position is based in anywhere in the Province of Alberta.
There may be a second interview and a written assessment as part of the hiring process.
