The Ministry of Children and Family Services funds programs and services to support vulnerable children, youth, families, and individuals to live safely and succeed in Alberta. This includes providing services and resources to protect children and youth from abuse and neglect, and effectively address harm that has placed them in need of intervention. Mentoring and support services are available to youth transitioning into healthy, productive adults. The ministry also invests in community-based groups that support prevention and early intervention services such as Family Resource Networks, youth emergency shelters as well as programs that raise awareness and help respond to family violence, sexual violence, and abuse.

Role Responsibilities

Are you a strategic thinker with a passion for data driven decision making and improving outcomes for children, youth and families?  Join our team where your expertise in research, performance analysis, and leadership will directly impact service delivery across Alberta. 

As Manager, you will lead a team of 4 to 6 data analysts in data extraction and producing high quality analysis, reporting, and presentations that inform policy, practice, and strategic direction in Child Interventin.  You’ll work closely with internal and external stakeholders to identify trends, evaluate program effectiveness, and support evedience based decision making. 

Key Resposibilities: 
•    Support staff in data extraction and data methodology of complex child intervention data
•    Lead the development and delivery of monthly and ad hoc reports, including caseload trends, performance metrics, and public reporting.
•    Provide strategic advice and recommendations to senior leadership, including ADM’s and the Deputy Minister. 
•    Enhance knowledge mobilization by aligning data insights with ministry priorities and stakeholders needs. 
•    Oversee the QA site (Infomart) and collabertae with IT and external vendors to ensure data integrity and usability. 
•    Support cross-ministry initiaves and provide custom anasis for internal and external partners. 
•    Supervise and mentor a team of analysts, fostering a high performance, collabertive environment.

Qualifications

The minimum requirements for this role is:

University graduation in a related field (Social Science, Business Administration or Public Administration/Management, Mathematical and Statistical Sciences) plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:
     -1 year of education for 1 year of experience; or
     -1 year of experience for 1 year of education.

Skills & abilities:

•    In-depth applied knowledge in using SQL for data query and database management.
•    In-depth applied knowledge in using Power BI for data visualization and dashboard development.
•    In-depth knowledge of research methodologies, tools, statistics, and techniques, including advanced analytical and research skills.
•    Knowledge of project management principles, including planning, problem definition, process mapping, stakeholder engagement, and solution development. 
•    Strong interpersonal skills and the ability to solicit or present options, gather feedback, and provide follow-up communication with a broad range of decision-makers in a positive and
     respectful manner.
•    Advanced written and oral communication and presentation skills, particularly in terms of providing and framing complex information in a simplifies and consumable manner. 
•    The ability to take on multiple projects, prioritize tasks of varying scale and urgency, to produce quality results, often under short timelines and communicate progress.
•    Awareness of Indigenous issues and challenges faced by their communities. 
•    Understanding, respect, and appreciation for diverse cross-cultural groups and issues.

Preference will be given to those who have:
•    Expert knowledge in applied social research, including qualitative and quantitative methods, evaluation frameworks and data visualization. 
•    Strong understanding of Child Intervention programs, legislation and service delivery models in Alberta.
•    Proven ability to translate complex data into actionable insights and compelling presentations. 
•    Exceptional leadership, project management, and communication skills.
•    Experience working with databases such as InfoMart, Power BI, and geospatial mapping software.

Hours of Work: 8:15am – 4:30pm, Monday to Friday, 36.25 hours per week (full-time). Hybrid schedule available.
