Role Responsibilities
Are you an experienced people leader with a passion for digging deeper and uncovering facts, applying sound judgment, and ensuring workplace conduct matters are handled with integrity and procedural fairness? The Public Service Commission is seeking a Manager, Workplace Conduct Investigations, to lead a highly skilled team responsible for complex and sensitive workplace conduct investigations across the Government of Alberta (GoA).
In this role, you will influence how workplace conduct matters are investigated, ensure processes are fair and defensible, and help build trust in public service systems. Your leadership will directly support respectful, safe and compliant workplaces for thousands of employees.
What You'll Do
As Manager, Workplace Conduct Investigations, you will:
• Lead and support a team of professional investigators conducting complex investigations related to respectful workplace concerns, misconduct, code of conduct, information security breaches, and off‑duty conduct.
• Provide expert oversight and guidance on investigative processes, ensuring consistency, objectivity, timeliness, and compliance with legislation, policy, and collective agreements.
• Review, approve, and strengthen investigation reports, addressing complex or high‑risk issues with sound professional judgment.
• Apply labour relations and employee relations knowledge to support investigators in conducting defensible investigationsthat are informed by labour relations principles and case law.
• Develop people and build capacity through coaching, performance feedback, training, and professional development planning.
• Collaborate with senior leaders and stakeholders across Ministries, Client Service Delivery, Labour Relations, legal partners, and external agencies.
• Contribute to policy and process improvements, identifying trends and systemic issues to inform strategic decision‑making.
• Contribute to the development of training, tools and resources related to workplace conduct investigations.
• Support and oversee the triage of complaints and requests for investigations to determine appropriate next steps and file assignment.

Qualifications
Minimum Recruitment Standard: A university degree in Human Resources Management, Labour Relations, Business Administration, Psychology, Law or Legal Studies, Criminology or Sociology, Industrial Relations or a related field, along with four years of related experience in Human Resources/Labour Relations and workplace conduct investigations.
Equivalency: Equivalent experience may be considered on the basis of:
• A related two-year diploma and six years of related experience, or
• A related one-year certificate and seven years of related experience.
Role Requirement:
• Proven leadership experience managing and developing professional-level staff.
• Strong knowledge of labour/employee relations, employment-related legislation, policies and collective agreements.
• Excellent written and verbal communication skills, with the ability to review and provide feedback on written work.
• Strong judgment, discretion, and the ability to manage sensitive and complex issues.
• Demonstrated ability to resolve complex, contentious and high‑risk matters.
• Strong analytical, research, relationship‑building, and change‑leadership skills.
Assets (Nice to Have):
• Experience in process development and continuous improvement.
• Experience designing or delivering training.
• Supervisory or people leadership experience.

Location: Edmonton preferred, alternate Alberta locations may be considered.
Hours of work: 36.25 hours per week, Monday to Friday - 8:15am – 4:30pm
