Join our Ministry as the Manager, Training Delivery, where you'll shape and lead high stakes learning programs that prepare emergency personnel to protect and serve communities across Alberta. As a Manager, Training Delivery, you will provide advice and recommendations to senior management on training strategies, policies, and practices that will enable the Training Academy (TA) to meet business plan goals and objectives. You are a key resource to the Training Academy in the development and implementation of comprehensive training programs and initiatives that deliver Peace Officer training and development to the Sheriffs Branch, Correctional Services Branches and authorized employers of Community Peace Officers.

You will provide leadership and direction in the development and implementation of comprehensive training and workforce development strategies; leads the relationship building and collaborative efforts with TA partners; and leads in the development and delivery of Peace Officer induction training programs and initiatives.

Duties and responsibilities include but not limited to are:

  • Leadership and direction are provided to the Induction Training team to ensure that program services are delivered in accordance with accepted educational practices. 
  • Provides direction to process improvements to ensure resources available are utilized in the most efficient manner and meeting new challenges faced by the team. 
  • Leads and supports team members; involves staff in business planning processes; provides training and coaching to staff; and communicates Ministry and TA goals, priorities, and processes. 
  • Leadership and direction are provided in the Induction Training Program function to ensure that training programs enable the TA to meet its business plan goals and that the training needs of stakeholders are met. 
  • Works collaboratively with senior management and managers in ensuring effective delivery of quality training programs and alignment to the Ministry strategic training plan. 
  • Provides advice in the development of comprehensive consultation strategies and methods to obtain input from various stakeholders and manage the competing stakeholder interests and views. 
  • Provides the senior management with recommendations on issues and challenges identified through research and analysis of the data and information gathered. Provides the senior management with support and recommendations on the development of new policies, procedures, processes, and standards related to consistent delivery of training programs. 
  • Represents the TA on cross-ministry, Government-wide, and external committees, task forces and focus groups, including representing TA perspectives and interests in relation to Peace Officer training and development of programs and initiatives.

Knowledge, Skills and abilities:

  • Proactively identifying risks, challenges and issues and leading the development of integrated and collaborative solutions or recommendations to address or mitigate.
  • Championing the APS values through courageously and respectively taking a stand on issues not immediately acceptable. 
  • Extensive knowledge of Ministry business plan goals, strategic priorities, issues, programs, resources, and regulatory frameworks. 
  • Extensive knowledge of TA operations, business environment, priorities, and issues. 
  • Comprehensive knowledge of adult education and learning theory, concepts, methodologies, and techniques.
  • Strong knowledge of educational concepts, teaching practices, effective curriculum and examination delivery. 
  • Strong knowledge of needs identification, assessment, and evaluation methodologies and techniques. 
  • Good knowledge of applicable legislation, regulations, policies and agreements (i.e. Public Service Act, Public Service Employee Relations Act, collective agreements.).
  • Knowledge of computer-based applications relating to the TA and relevant business productivity software.

Qualifications

Required:

  • A minimum of a bachelor’s degree in a related field; Adult Education, Criminal Justice, psychology, leadership, and 4 years of experience in training, learning and development.
  • Travel will be requried.
  • Valid class 5 Alberta Driver's license is requried.

Assets & preferences:

  • Working experience in leading and inspiring teams in a law enforcement induction training program or related field setting.
  • Demonstrated experience to lead large scale projects, including producing challenging deliverables in tight timelines.
  • Knowledge of adult learning principles and instructional design. 
  • Experience in Provincial Peace Officer I designation.
  • Related advanced degree such as education, psychology, leadership, or related to criminal Justice System, etc. and knowledge of the Training Academy’s mandate/role. 

Equivalencies will be considered on the basis of:

  • One year of education with one year of experience.
  • One year of experience with one year of education

  • This is one full-time temporary - 3 years position located in Edmonton.
  • Office Location: Training Academy - 1568 Hector Road, NW, Edmonton.
  • Standard hours of work for this position are 36.25 hours per week, Monday to Friday.
  • Successful candidate will be required to undergo security screening.

  • Travel will be required. You will need to have a valid class 5 Alberta driver's license or should be able to acquire.
