Service Alberta and Red Tape Reduction is the government’s solution provider and supports the significant events in Albertans’ lives, like having a child, getting married, mourning the loss of a loved one, getting a driver’s license, or buying a home.

 

Within Service Alberta and Red Tape Reduction, the Procurement Services Branch is responsible for the Government of Alberta's (GoA) mandate for efficient, open and transparent procurement. The Branch supports ministries to meet essential and complex program goals, by leading or facilitating cost effective procurements in a fair and equitable manner, in alignment with national & international trade agreements and provincial legislation.

Role Responsibilities

We are looking for a dynamic Manager, with the strong ability to lead stakeholder engagement, to develop effective and consistent training programs, standards, and procurement processes aligned with organizational goals, trade agreements, and legislative requirements. As the Manager, Training, Standards and Reporting, you will lead the Government of Alberta (GoA) Procurement Training Program, procurement reporting, and process improvement functions including tools, templates, and procedures, which are used across the GoA. Your responsibilities will include engagement with internal and external subject matter experts to ensure the Training Program, standards, and procurement practices align with organizational goals, trade agreements, and legislative requirements. The Manager fosters collaboration, innovation, and stakeholder engagement while delivering measurable improvements in procurement processes and organizational performance.

 

Key responsibilities for the Manager, Training, Standards and Reporting will include, but are not limited to:

  • Leading planning and management of the design, development, and delivery of comprehensive training programs tailored to the needs of the Procurement Services Branch and other ministries.
  • Planning and managing process redesign and improvement initiatives to optimize procurement efficiency, enhance compliance, and align with trade agreement obligations.
  • Serving as the central point of contact for client ministries, ensuring consistent application of training and process improvement initiatives.
  • Driving a culture of continuous learning and improvement, integrating feedback and industry best practices into training and process initiatives.
  • Managing regular and ad hoc enterprise reporting processes, ensuring alignment with organizational and regulatory requirements.
  • Providing leadership and guidance to support the team in achieving operational plan goals.

 

To be successful in this role you will demonstrate excellent communication skills, both written and verbal, with diverse stakeholders. You will also demonstrate the ability to develop and maintain strong collaborative relationships. You will show strong interpersonal skills and have the ability to influence others to promote new ideas build consensus and motivate others to accept and apply new concepts. Equally important will be your knowledge of and ability to apply principles of adult learning and training using modern strategies and design applications, including e-Learning and Learning Management Systems (LMS). You will need financial acumen to manage operational and project budgets.

Qualifications

Minimum Requirements:

  • University graduation in a related field (such as Education, Business Administration, Organizational Development, etc.) plus 4 years progressively responsible related experience in training development, business process improvement, or similar.
  • Equivalencies will be considered on a one-for-one basis (one year of related experience for one year of related education, or one year of related education for one year of related experience).

 

Experience or knowledge that will be considered an asset:

  • Certifications in Change Management, Process Improvement (e.g., Lean Six Sigma), or Training and Development
  • Experience in procurement processes, training methodologies, and process improvement frameworks
  • Experience applying principles of adult learning and training using modern strategies and design applications, including e-learning, LMS
  • Experience managing projects and programs.
