Role Responsibilities

As Manager, SuperNet Operations, you’ll play a pivotal role in shaping Alberta’s digital infrastructure.
Reporting to the Director of Technical Services, you will lead the strategic planning, development, and operational delivery of Alberta’s SuperNet—supporting connectivity for Government, Learning, Health, Library, and Municipal (GLHLM) sectors across the province.
This role is central to Alberta’s digital infrastructure, managing complex contracts, service levels, and SuperNet growth and improvement across Alberta. You will oversee all aspects of SuperNet’s services, including technology, network infrastructure, security, and operations. Additionally, you will be responsible for the full lifecycle management of SuperNet operations—covering agreements, service pricing, budgeting, new service deployments, enhancements, compliance, disaster recovery, business continuity, change management, and governance.
The Manager, SuperNet Operations also oversees the government Mainframe as a Service Contract. This provides a platform for key critical government services.
Responsibilities:
Some of your responsibilities in this position will include but are not limited to:
- Overseeing the SuperNet Services Contract and related contracts ensuring reliable broadband service delivery to over 3,300 locations across Alberta’s Government, Learning, Health, Library, and Municipal (GLHLM) sectors.
- Monitoring and enforcing compliance with SuperNet service levels, addressing variances and managing change orders as needed.
- Supporting the Director in developing and tracking annual operating budgets and strategic plans for broadband services.
- Leading the implementation of new SuperNet services and infrastructure projects, ensuring alignment with Technology Support Operations (TSO) standards.
- Developing and managing performance reporting tools, including a SuperNet balanced scorecard.
- Contributing to business case development and policy recommendations related to SuperNet operations.
- Supervising internal staff and external contractors to ensure efficient service delivery and project execution.
- Representing the GoA at the ISP Council, advocating for ISP needs and fostering collaborative relationships.
- Providing project management support across the full lifecycle, including RFI, RFP, and contract development.

Qualifications
Required:
- A university degree in Computer Science, Information Technology, Management Information Systems, or a related discipline.
- A minimum of 4 years of relevant technical and managerial experience, including delivering and supporting ICT services with an emphasis on vendor management and contract management ensuring effective partnerships and service performance.
- Strong leadership and management experience within complex and diverse IT environments.
- Excellent communication skills, including the ability to draft clear and concise briefing notes and other executive-level documentation. Demonstrated experience managing substantial human and financial resources, with a focus on innovation and achieving efficient, high-impact results.
- Comprehensive planning and leadership capabilities, coupled with in-depth knowledge and experience in IT service delivery environments.
- Familiarity with AI-driven technologies and their application in modern IT environments.
- Proven experience with security management policies, procedures, and best practices.
- Proven experience leading large-scale IT projects, with a solid understanding of project management methodologies such as Waterfall and Agile.
Equivalency:
Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
Assets:
• Prior experience in wide area networking or telecommunications.
• Strong expertise in ICT operations, with a proven ability to deliver IT services through both internal teams and external service providers.
• Proven ability to build strategic collaborations with diverse stakeholders, effectively balancing competing interests.
• Solid understanding of business operations, financial management, and accountability frameworks.
• Working knowledge of service management frameworks and best practices in IT service development.
• ITIL Certification
• Demonstrated success in managing complex challenges using a comprehensive, client-focused approach.
• Prior experience with Z/OS based mainframe technologies.
• Skilled in leading organizational change and driving innovative solutions to address multifaceted issues.
• Deep knowledge of information technology systems, products, and service delivery.
• Familiarity with budgeting, financial planning, expenditure control, and asset management policies and procedures.
