The Ministry of Indigenous Relations works with Indigenous communities, the federal government, industry and other stakeholders to support strong, vibrant Indigenous communities and people who fully participate in a prosperous, competitive and diverse Alberta. The ministry is also responsible for:

•    Promoting social and economic opportunities for Indigenous Peoples
•    Co-leading Indigenous training for all Alberta public servants
•    Working with other ministries to develop opportunities for Indigenous Peoples to influence land and resource management decisions.


The Strategic Engagement and Policy Innovation (SEPI) branch is part of the Consultation, Land and Policy (CLP) division in Indigenous Relations. SEPI provides a strong foundation of policy development, strategic engagement, consultation capacity development, knowledge management, Métis credible assertion, expert advice and relationship-building through education, and training. SEPI staff work with staff throughout the Ministry and the rest of the Government of Alberta to ensure that Indigenous-related policies are informed by Indigenous input and that engagement and consultation best practices are used to meet the Ministry’s mandate to advance reconciliation.

Role Responsibilities

Key Responsibilities of the Manager, Strategic Policy includes:

  • Lead Strategic Policy Development: Oversee the creation of policies related to Indigenous economic, social, and governance issues, ensuring alignment with government and Indigenous priorities.
  • Stakeholder Engagement: Foster relationships with various stakeholders, including Indigenous communities, external organizations, and government counterparts including federal government, to gather input and support policy initiatives.
  • Strategic Direction: Contribute to the ministry's strategic direction by monitoring emerging Indigenous policy trends, providing recommendations, and shaping decision-making.
  • Team Leadership: Provide leadership to a team of senior policy advisors and policy analysts, maintaining a high-performing work environment.
  • Cross-Ministry Collaboration: Collaborate with other ministries to offer specialized advice and innovative solutions, considering current Indigenous policy trends.
  • Policy Coordination: Lead the coordination of policies for key Ministry initiatives, including Cabinet reports and related documents and promote collaboration across divisions and departments.
  • Policy Expertise: Apply in-depth knowledge of government processes, Indigenous priorities, treaties, and constitutional arrangements to influence policy development.
  • Problem-Solving: Address emerging issues and stakeholder relations by developing practical solutions and managing conflicts.
  • Effective Communication: Communicate policy priorities and recommendations to diverse audiences, including senior officials within and outside the Ministry.
  • Impact Assessment: Evaluate policy impact on Indigenous communities and ensure that communications and processes align with the sensitive nature of the Division's messaging.

Qualifications

University graduation in Arts, Social Sciences, Business, Public Policy, Law or another related discipline supplemented by four years related experience. Equivalencies may be considered.

Related experience or education may be considered as an equivalency on a one for one basis.

Experience Required in:

  • Leadership: Demonstrated leadership experience, including managing projects, leading cross-functional teams, and building relationships with diverse stakeholders, is essential.
  • Policy Expertise: In-depth knowledge of the policy cycle and experience leading teams or projects through its components is crucial, along with an understanding of systems thinking and design models.
  • Policy Analysis: Extensive experience in conducting comprehensive policy analysis to provide specialized policy advice, recommendations, and options is essential for effectively shaping strategic policies.
  • Communication Skills: Well-developed and effective communication skills, including robust presentation skills for briefing senior officials, are essential. Additional skills in consensus building, conflict management, and networking are preferred.
  • Talent Management: Experience in managing talent, including hiring, recruitment, assignment of work, and performance evaluation for team members, is important for building and leading a high-performing team.

 

Assets:

  • Government Knowledge: A solid understanding of government processes, including the legislative process, regulatory process, and reporting to cabinet.
  • Indigenous Knowledge: A strong understanding of contemporary Indigenous priorities, historical Treaties, Canada's Constitutional and fiscal arrangements, and Alberta's perspectives.
  • Cross-Government Initiatives: Demonstrated experience in coordinating or participating in cross-government responses to federal, provincial, and territorial policy initiatives, including legislative and declaration matters related to Indigenous social and economic policy, is an asset.

Notes

The successful candidates will be evaluated on a combination of experience and education.

Hours of Work: 36.25 per week, 7.25 hours/day, Monday through Friday.

The successful candidate will be required to report to the Forestry Building in Edmonton, Alberta.
