The Ministry of Primary and Preventative Health Services is seeking a strategic, collaborative, and forward thinking leader to guide the development, coordination, and implementation of public health legislation, policy, and strategic initiatives. This role provides leadership across multiple complex assignments and plays a central part in shaping Alberta’s public health system.
Role Responsibilities
Reporting to the Director, Policy Coordination and Engagement, the Manager, Strategic Planning plays a central role in coordinating the development, implementation, and monitoring of public health policy, legislation, and operational measures across the Public Health Standards and Regulations Branch. This position ensures that workflows are efficient, processes are followed, and milestones are achieved to support timely, evidence informed public health action. You will work closely with branch leadership to guide priority setting, resource planning, and implementation approaches that strengthen Alberta’s public health system.
The job responsibilities include:
Legislation & Policy Leadership
• Lead and coordinate the timely delivery of multiple assignments related to public health legislation, regulations, policies, guidelines, and standards.
• Ensure alignment between concurrent legislative and policy development processes.
• Assess recommendations from stakeholder engagement activities and advise on alignment with Ministry goals and timelines.
• Provide Secretariat support to advisory panels and committees established by the Minister, Department, or Division.
• Identify and communicate opportunities, risks, and issues related to formal and informal engagement strategies.
Strategic Planning & Project Management
• Provide strategic advice and options to support prioritization of multiple workflows.
• Establish clear, attainable goals and monitor progress through defined milestones.
• Recommend revisions to project scope or schedules as required.
• Maintain dynamic records of goals, assignments, and resource allocation.
• Report outcomes, risks, and emerging issues to senior leadership.
Implementation Planning
• Develop implementation plans that support Ministry public health goals.
• Define tasks, processes, and quality standards for program and policy implementation.
• Establish processes for managing scope, assessing risks, and ensuring performance.
• Provide recommendations to senior leadership on implementation approaches.
• Evaluate and assess implementation processes and outcomes
Partnership Development
• Build and maintain strong relationships with internal and external partners.
• Coordinate partnerships and resources to support branch priorities.
• Engage with government, academic, and private sector organizations to ensure Alberta’s public health legislation remains current and responsive.
• Represent the Branch and Division on committees, task forces, and working groups.

Qualifications
Minimum Recruitment Standards
University graduation in a related field, supplemented by four years related experience.
Equivalency: Directly related education or experience considered on the basis of:
1 year of education for 1 year of experience; or
1 year of experience for 1 year of education.
The following experience is required:
• Project management experience.
• Experience with legislative and policy maintenance.
• Experience with strategic planning.
The following experience is considered as assets:
• Experience working within the public sector, particularly in health or regulatory environments.
• Knowledge of public health systems, legislative processes, and intergovernmental coordination.
• Strong analytical, communication, and relationship building skills.
• Project management and/or change management certification.
The following experience will be given preference:
• Experience leading the development, review, and implementation of public health or regulatory legislation, regulations, policies, guidelines, or standards.
• Experience assessing and synthesizing stakeholder engagement outcomes and advising senior leadership on policy implications, risks, and opportunities.
• Experience developing implementation plans for programs, policies, or legislative changes, including defining tasks, processes, and quality standards.

Notes
Hours of work are 8:15 AM to 4:30 PM, Monday to Friday. This is a full-time permanent position working 36.25 hours per week in downtown Edmonton.
