The Alberta Emergency Management Agency (AEMA) works with partners to help protect people, their property, their communities, and the environment from the effects of disasters. Alberta relies on a decentralized system for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the co-ordination, collaboration and co-operation between entities involved in prevention, preparedness, response, and recovery activities within this diverse system.

Role Responsibilities

We are seeking a strategic, relationship driven leader to guide Alberta’s public education and stakeholder engagement efforts in disaster risk reduction and community resilience. Reporting to the Director of Strategic Systems, the Manager of Strategic Partnerships and Public Education leads a province wide program that develops evidence informed resources, builds strong cross sector partnerships, and delivers impactful public outreach aligned with organizational priorities. This role plays a key part in equipping individuals, families, communities, and partners with the tools they need to prepare for emergencies. The manager also contributes to provincial emergency response by supporting Provincial Emergency Coordination Centre (PECC) activations.

Role Responsibilities
•    Lead the Strategic Partnerships and Public Education program, ensuring outreach, engagement, and consultation activities align with operational and strategic priorities.
•    Oversee four core program areas: Research and Analysis, Program Development, Community Partnerships, and Public Education.
•    Develop and deliver public education initiatives and preparedness resources that strengthen disaster risk reduction and community resilience across Alberta.
•    Build and maintain strategic partnerships with government ministries, public agencies, private sector partners, civil sector organizations, and community leaders to expand reach and impact.
•    Collaborate closely with Government Communications and Public Engagement to design targeted campaigns and shared resources.
•    Guide the creation of tools, materials, and programs in collaboration with subject matter experts and diverse partners.
•    Support PECC activations by serving in ICS aligned roles that match skills and operational needs.

Qualifications

Required:  University degree in Public Relations, Communications, Journalism, Social Sciences or related, PLUS 4 years related experience or equivalent as described

Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education

For Example: 
Related 1 year certificate PLUS a minimum 7 years of experience
Related 2-year diploma PLUS a minimum 6 years of experience
Related minimum 8 years of experience  

The successful candidate MUST also have: 
•    Strong knowledge of strategic communications, stakeholder engagement, and program planning/evaluation.
•    Understanding of Alberta’s emergency management framework, including key legislation and provincial plans.
•    Proven experience managing staff, projects, or programs in a multi stakeholder environment.
•    Exceptional written and verbal communication skills, including briefings and presentations.
•    Advanced proficiency with core digital tools (Microsoft Office suite) and online communication platforms.
•    Experience with public speaking and group facilitation in both in person and virtual settings.

Assets: 
•    Awareness of emergency management models used in other jurisdictions (e.g., FEMA, Australia).
•    Familiarity with graphic design, multimedia, and e learning tools (e.g., Adobe Creative Suite, Articulate 360).
•    Experience analyzing website performance data (Google Analytics, SiteImprove).
•    Background in digital and traditional media communications strategies.
•    Experience serving as a media spokesperson or formal media training.
