Role Responsibilities

Municipal Affairs is engaging with municipal and industry stakeholders from the energy, forestry, and manufacturing sectors to re-initiate an assessment model review (AMR) and develop long-term plans to ensure the regulated property assessment system is updated.

Reporting to the Director, Assessment and Property Tax Policy, the Manager, Strategic Initiatives provides leadership and advice on the Assessment Model Review by delivering research, issues management, advice, and stakeholder consultations required to conduct a major review of the regulated industrial property assessment models.

The successful individual will provide leadership, management, innovation and supervision to one of three teams, the Strategic Initiatives team, within the Assessment and Property Tax Policy Unit.

The key responsibilities for this position:

 

  • Provides strategic advice including overall project planning and oversight for the Assessment Model Review project, and ensure the project meets agreed upon milestones outcome.
  • Leads the development and implementation of stakeholder engagement and communication strategies.
  • Coordinates technical review and analysis of regulated assessment model components.
  • Contributes to the mandate and goals of the Assessment and Property Tax Policy Unit.
     

Qualifications

A related university degree such as Public Administration, Arts, Political Science, Law, or Business plus a minimum 4 years of progressively responsible related experience is required. 

Equivalencies: Equivalencies may be considered.

Requirements:
 

  • Experience in stakeholder engagement.
  • Experience in policy review, analysis, and development experience.
  • Demonstrated strengths in project planning and management.
  • Communication skills to facilitate communicating information to a variety of Stakeholders.


Assets: 

  • Knowledge of municipal administration, 
  • Knowledge of Alberta's property assessment and tax framework, and 
  • Awareness of the Municipal Government Act and associated regulations.

Build Collaborative Environment - Works with a variety of internal stakeholders across the department and government to engage municipal and industrial stakeholders on the assessment model review. Implements mechanisms, such as terms of references, to ensure working group teams are successful.

Drive for Results - Develops and monitors projects plans to monitor progress of project deliverables.  In some case the manager may be responsible for deliverables produced by stakeholder committees, technical working groups, or cross-divisional teams where the manager has influence but not direct control over the results.

Systems Thinking - Seeks to understand how other Government of Alberta strategic policy, such as oil and gas development, aligns with issues related to regulated industrial property assessment. Clearly understands competing and differing stakeholder viewpoints on assessment model issues.

Hours of Work: Monday to Friday, 36.25 hours per week.
