Assisted Living and Social Services (ALSS) provides supports for seniors, families, and communities, and helps Albertans access disability services, continuing care, financial supports, affordable housing, services for the homeless, and other social-based programs. The Corporate Accountability and Planning (CAP) branch supports public accountability and transparency through four units, including Quality Assurance and Accountability (QAA). QAA leads strategic evaluation and performance measurement for the Ministry of ALSS, implementing the Ministry’s Performance Management Framework to support data-driven decision-making, planning, and continuous improvement. Through accountability frameworks, QAA ensures consistent performance monitoring and quality assurance across programs, providing assurance to stakeholders that services meet expectations and are effectively managed.
Role Responsibilities
The Corporate Accountability and Planning (CAP) Branch is seeking an enthusiastic leader with considerable experience defining, leading, designing, implementing and coordinating evaluation activities to ensure that evaluation-related activities are undertaken in support of the ALSS Performance Management Framework (PMF) and program-level Performance Management (Accountability) frameworks.
The Strategic Evaluation function is responsible for the ministry’s strategic evaluation schedule and is mandated to establish and maintain a coordinated and consistent approach to evaluation in ALSS, an evaluation planning approach, and to lead strategic evaluations of the ministry’s priority initiatives, policies, programs and services.
The Manager, Strategic Evaluation exists to provide leadership, strategic direction, technical expertise, capacity building, and advice to ministry representatives across divisions and regions involved with evaluation initiatives and projects. The manager leads the development of the ministry’s strategic evaluation function, promotes the utilization of evaluation findings, and ensures that evaluation activities reinforce the ministry’s accountability and performance reporting committments.
This position supervises a team of permanent analysts and serves as a member of the management team for the branch and performs the duties of the Director of the QAA unit or Executive Director of the CAP branch, during their absences and when requested.
This position reports to the Director, Quality Assurance and Accountability and would be working within the scope of relevant legislation and policies.

Qualifications
Required:
- A minimum of a social science or related undergraduate degree (graduate degree preferred) or equivalencies (social sciences, human ecology, public policy, public administration, education, or other related discipline).
- A minimum of four (4) years of experience leading and managing evaluation projects and initiatives.
- Related experience or education may be considered as an equivalency on a one for one basis.
- Advanced knowledge of social science and evaluation research design and methodologies, quantitative analytics, and outcomes data collection.
- Advanced understanding of how to communicate, disseminate, and mobilize evaluation findings for decision-making and continuous improvement.
- Significant demonstrated experience in project management.
