The Digital Design and Delivery (DDD) division is the Government of Alberta’s centre of digital delivery. It partners with ministries to design simpler, faster, and better services; build capability and confidence in modern digital practices; and assure service quality and value through standards and controls. Multidisciplinary product teams are assigned priority GoA projects and employ an agile, product-oriented approach in providing solutions for ministry partners.

Within DDD, the Software Delivery Branch provides architectural leadership, CloudOps, DevOps practices, quality engineering, and software delivery excellence across product and platform teams. The Digital Architect plays a key role in shaping how digital solutions are designed, evolved, and governed, balancing innovation with reliability, security, and public sector responsibility.

 

Role Responsibilities

The Software Branch is looking for a Manager, Software Development. Reporting to the Director, Software Development, this role is responsible for the operational leadership of software development teams and for translating practice direction into consistent, high‑quality delivery outcomes. The Manager ensures that software engineers and developers are effectively aligned to product teams, delivery priorities, and branch standards while maintaining a strong focus on modern engineering practices.

The responsibilities of this role include:

  • Lead and oversee software development teams to deliver secure, user-centric, and AI-enabled digital services that advance ministry and government priorities.
  • Provide operational leadership for software delivery, including resource allocation, capacity planning, risk management, and continuous improvement to ensure consistent delivery outcomes.
  • Foster a high-performing and inclusive team culture through performance management, coaching, mentoring, talent development, and workforce planning.
  • Champion modern engineering practices, including Agile delivery, DevOps, cloud-native development, security-by-design, automation, and responsible adoption of AI technologies.
  • Ensure compliance with Government of Alberta policies, standards, governance frameworks, and ethical AI principles while maintaining service reliability, security, and data integrity.
  • Collaborate with product teams, architects, ministry partners, and senior leadership to align delivery priorities, resolve complex issues, and support enterprise digital transformation objectives.
  • Drive innovation and practice maturity by promoting knowledge sharing, reusable solutions, emerging technologies, and continuous enhancement of software engineering and AI capabilities.

Qualifications

Requirements:

  • A university degree in a related field (e.g., Computer Science, Information Technology), supplemented by four (4) years of progressively responsible, related experience.
  • Experience leading digital delivery work, including experience with cloud development approaches and platform or product delivery in enterprise environments.
  • Experience leading an assigned team or coordinating multiple workstreams in a matrixed setting.
  • Experience leading teams through changes to delivery practices, including adoption of new tools, automation, and AI-enabled ways of working.
  • Experience championing AI-driven Agile delivery by leveraging modern AI-enabled tools, automation, and data-informed project management practices to optimize software development lifecycles.
  • A cover letter clearly demonstrating relevant skills and competencies tailored to this position.

 

Equivalencies:

  • A related master’s degree and a minimum of two (2) years of related experience; or
  • A related two-year diploma and a minimum of six (6) years of related experience; or
  • A related one-year certificate and a minimum of seven (7) years of related experience; or
  • A minimum of eight (8) years of related experience in lieu of formal education.

 

Assets:

  • Experience applying AI-assisted review and analysis to improve quality, identify root causes, and summarize complex evidence and operational insights to support informed service decisions.
  • Experience using operational data, service health indicators, support patterns, exception trends, and performance insights to identify service risks and propose mitigations.

Hours of Work: 7.25 hours daily / 36.25 weekly – Monday to Friday
