Assisted Living and Social Services (ALSS) provides supports for seniors, families, and communities, and helps Albertans access disability services, continuing care, financial supports, affordable housing, services for the homeless, and other social-based programs. Role Responsibilities

The Corporate Finance and Accountability Division within the Ministry of ALSS is looking for an experienced and strategic professional to lead the Quality Assurance and Accountability (QAA) Unit. As the Manager, Quality Assurance, you will provide expertise for the design, implementation, and continuous enhancement of the Performance Management Framework (PMF). 

 

The PMF ensures that outcomes data and performance metrics are systematically collected, managed, and analyzed to inform strategic planning, decision-making, resource allocation, program evaluation, and continuous improvement across the Ministry.

 

Key Responsibilities:
•    Lead the ongoing development, implementation, and enhancement of the Performance Management Framework (PMF) to ensure high-quality service delivery and outcomes for Albertans.
•    Oversee the development of program-level Accountability Frameworks (AFs), including logic models, outcomes, performance measures, and standards/targets.
•    Promote and support a culture of continuous improvement and evidence-informed decision-making across the Ministry.
•    Provide strategic leadership and technical expertise to staff and ministry stakeholders involved in Quality Assurance/Performance Management (QA/PM) projects and initiatives.
•    Represent the Ministry on cross-ministry and cross-government working groups and committees related to QA/PM.
•    Supervise and support a team of permanent and wage analysts, fostering growth, collaboration, and high performance.
•    Act as a member of the branch and unit management team and perform the duties of the Director or Executive Director when required.

Qualifications

Minimum Requirements:
•    University graduation in a related field (e.g., social sciences, humanities, public administration), supplemented by four (4) years of related experience. 
•    Demonstrated experience managing program and policy quality assurance and performance management initiatives involving collaboration with staff and stakeholder in large organizations. 
•    Project management experience – demonstrated ability managing complex and politically sensitive projects. 
•    Demonstrated experience managing/supervising staff. 
•    Related experience or education may be considered as an equivalency on a one for one basis. 

 

Graduate degree (i.e., Master’s Degree, Doctoral Degree) in a related field is preferred.
